SUMMARY
As a civil servant belonging to 8th Batch of BCS (Administration) Cadre, I had the opportunity to serve for about 34 years being assigned to diverse responsibilities enabling me to acquire enormous and varying experiences. Acquired experiences include administrative, financial and land management, management of human resources, formulation of climate policy and climate action plan, planning and preparation of Development Projects, complying Public Procurement Administration, monitoring and supervision during implementation of development projects, performance appraisal, budget ascertainment, approval and spending, Negotiation Skill and developing cooperation and partnership with important stakeholders. I have academic blend of Engineering and Development Studies. I completed all in - service compulsory trainings and additionally participated in other optional trainings held at home and abroad to acquire requisite knowledge and skill with the ultimate aim to serve befittingly.
After my retirement from government service, I opt to serve further with the following objectives-
1. To improve and strengthen the status of governance scenarios in providing services to all walks of people with particular focus on the poor and underprivileged and establish good culture, norms and discipline
2. To perform responsibilities with expected efficiency in order to achieve goals of the organization I will be entrusted with.
3. To ensure better collaboration and communication with relevant stakeholders in order to contribute for consistent improvement of climatic situations, poverty alleviation and foster economic prosperity of the country.
Job Experiences:
Secretary /Senior Secretary at Ministry of Science and Technology ( Spanning from 7 July 2021 to 14 September 2023):
-Processing for policy formulation
-Providing guidance as to compliance of assigned responsibilities, performance monitoring and appraisal of fellow colleagues
- Budget ascertainment for ministry and organisations under the ministry
-Scrutiny of development projects aligned with the vision/ mission of the ministry and forward to the Planning Ministry for approval
- Monitoring through field visit and monthly progress review meeting the proper execution of approved development projects
- Conducting monthly coordination meeting associating chiefs of organisations under the ministry and relevant officials working in the ministry to review progress of important targets/decisions, disposal of assigned responsibilities including Annual Performance Agreement (APA)

Secretary at Ministry of Environment, Forest and Climate Change ( Spanning from9 Jan 2020 to 6 July 2021):
-Responsibilities included policy formulation, personnel management, budget ascertainment and spending , procurement , conducting monthly coordination meeting with chiefs of organisations and relevant officials working in the ministry to review implementation status of important decisions including Annual Performance Agreement , progress of development projects and other assigned responsibilities
--Played leadership role in afforestation to meet SDG, biodiversity preservation , pollution control and protection of environment
- Utilized fund allocated to Bangladesh Climate Change Trust Fund through implementation of selected adaptation and mitigation projects
--Coordinated with climate experts, academics, NGO Representatives and relevant other stakeholders to implement National Adaptation Plan( NAP) for the sake of strengthening Adaptation measures
-Worked as National Focal Point of United Nations Framework Convention on Climate Change (UNFCCC)
- Performed as Convenor of National Coordination Committee and coordinated with all relevant stakeholders to determine enhanced NDC (Nationally Determined Contributions) through repeated consultations for complying decision of Paris Agreement
-Worked and interacted intensively with officials of development partners such as UNDP, World Bank, FAO in connection to implementation of projects for supporting livelihood of climate change affected people living in the coastal region of Bangladesh, prepare and publish Bangladesh Forest Inventory, implementation of SUFAL (Sustainable Forest and Livelihood) Project and Establishment of Dolphin Sanctuary in the Sundarbans and other areas.
-Steered the process of fund mobilization from the World Bank to the project entitled “Bangladesh Environmental Sustainability and Transformation “Project having close liason with World Bank Task Team Leader Mr. Jiang Ru. The BEST project is now being implemented.
-As the operational Focal Point of Global Environmental Facility channelled GEF-6 and GEF-& projects on the conservation of biodiversity in the Morjat Baor, the Halda River and the Tanguar Haor having close liason with UNDP Assistant Country Representative Mr. Khurshid Alam.
-As the operational Focal Point of Global Environmental Facility channelled the regional project entitled “ Reducing uses and release of Chemicals of Concerns (CoC) including POPs in the textiles sector” having close liason with the UNEP Task Manager Ms Eloise Touni.
Chairman at Bangladesh Space Research and Remote Sensing Organization (SPAARSO):
- As Chief Executive of the organisation did mandated routine works including personnel management , work distribution , selection of Scientists / Officials for local and overseas training , provided guidance to colleagues , held meeting /discussion to select research projects and approval of budget , monitoring and appraisal of performance of colleagues
- Coordinated and supported scientists /researchers to select research projects in the field of Agriculture , Forestry, Fisheries, Cartography, Water Resources , Land Use, Weather , Environment , Geography, Oceanography , Science , Education and other related areas using space and remote sensing technology and innovate better technology
-Coordinated and facilitated partnership development for the said activities at national and international level
-Represented SPARRSO in APSCO(Asia Pacific Space Cooperation Organisation) , UN-ESCAP and other forums for conducting joint research , exchange of information and technology sharing
- Disseminated research-outcome/information to relevant agencies of the government for application helping socio-economic development of the country

-Conducted revenue court in order to validate or cancel or modify decisions declared by Asst. Commissioner(Land) regarding mutation or land litigations within his purview

land to poor landless people following prescribed guidelines of the government
-Processed eviction of illegal occupants of land owned by any agencies of the government

Upazila Nirbahi Officer (UNO) at Kaliganj Upazila of Lalmonirhat , UNO at Patgram Upazila of Lalmonirhat and UNO at Charbhadrason Upazila of Faridpur ( Total tenure spanned from 13 August 2001 to 9 July 2006):
-Worked as coordinator for all government offices at Upazila level and coordinated all programs undertaken by the government to alleviate poverty and generating income for the targeted group of people
-Presided over the meetings of all committees for selection of beneficiaries affected from cyclone, flood and other natural calamities and climate change induced vulnerabilities and monitored distribution of allowances, food stuffs and other items to the beneficiaries
-In disastrous situations, held meetings with local public representatives, government officials, representatives of NGOs and Media, local elites to chalk out detailed action plan including announcement of Early Warning of Forecast Centre for awareness building among people of risk –prone areas, and shifting people and livestock to cyclone shelters/safe places
-Convened monthly coordination committee meetings with the participation of Union Parishad Chairmen and Heads of all offices to get updates of activities of every office and discussed about perceived issues /challenges in order to find out solution
-Chaired meeting to review law and order situations and took decisions
-Chaired meeting with the participation of representatives of working NGOs to get updates of activities regarding poverty alleviation and income generation, training, health and education, tree plantation, sanitation, distribution of micro -finances etc.
