The implemented, led, managed and prepared full tender dossiers in terms of Turkish Public
Administration Reform are:
o Participating in preparing ICT Policy Paper for Ministry of Health of Turkey; WB Health
Transition Project,- Family Information System Software project (Technology applied: web
based multi layer and multi user application, .net and Oracle RDBMS application over MS
environment);
o Document Management System Software Project, Technology: web based multi layer and
multi user application, .net and Oracle RDBMS application over MS environment);
o Preparing the guideline and min IT HW Equipment Requirement of procurement strategy
of ICT HW Equipment for the year 2008 for the Ministry
Amongst many other responsibilities, tasks especially for Procurement Management included:
• Responsible for high volume, high value and technically complex projects as Project/Procurement

• design, appraisal and strengthening of procurement systems
• Managing the preparation, launching, control, M&E of Public Procurement/tendering procedures in
accordance with WB, EU (PRAG), EIB and general budget rules and procedures

procedures according to existing infrastructure under the authority of EU (PRAG), WB and EIB
• Revise administrative/commercial parts of the procurement documents and of other sections such
as needs assessment, Technical Specifications, TORs, etc. and check the consistency of these
sections with the other sections of the Needs assessments, tender documents and making
necessary recommendations for changes/ or making the changes where required
