·        Experience in the ICT sector for 27 years, including business process automation services and system architecture design as IT expert and/or IT manager for project containing web based software development and database applications for multi-user and multi-layer, experience in GIS systems, RDBMS (Relational Database Management System) applications

·        Experience in government sectors including home affairs and in preparation of feasibility study/market research/cost estimation/needs assessment for interoperability among law-enforcement institutions, and technical specification for supply of IT solution for interoperability among law-enforcement institutions (experience in tendering following PRAG rules

·        Great experience in all phases of software development life cycle (requirement analysis, design, implementation, testing, installation, operation and maintenance), Outstanding experience in developing Technical Specifications and technical solutions

·        Well versed with bidding documents (tender dossier) for domestic and international bidding, making market research and following up the designated projects, procurement of IT HW and SW, tender evaluation, analysing and summarizing the project of interest, evaluating bid proposals and projects, evaluation and assessing the proposal/applications of the Projects,

·        Long year Experience with preparing PIP, PAD and TORs of Projects, preparing bids and contracts, evaluation, making projects and giving proposals.

·        graphic design with most popular graphic design softwares (Adobe, Adobe Suite/CC etc)

·        Experience in preparation of various Technical Specifications and Market Survey documents in accordance with PRAG Rules

·        Contract management according to FIDIC, World bank, EU (PRAG), EIB, UNDP, UN, USESCO and local government laws,

·        Experience in the field of environmental data management

·        Communication management, teamwork, accountability

·        Proficient with Photoshop, Illustrator, Dreamweaver, PowerPoint, MS Word and other tools necessary to manage website and social media tools

·        Experience in online electronic mailings; and information distribution systems and databases

·        Experience with web Content Management Systems

·        Experience in managing all front-end aspects of projects such as design, HTML, and Flash development.
