Mr. Samson is a Strategy Management and Development Consultant; and a Community Engagement
Expert who has vast experience in Grants, compliant and subcontract management, projects and
Programme Management and project monitoring, and evaluation skills with more than 28 years of
experience working in Nigeria. Mr. Samson holds a Master of Arts (MA) degree in Educational
Leadership with a major in Human Resource Development (April 1986) and a Bachelor of Science (B.Sc.)
degree in Industrial Arts Education (December 1985) both obtained from Western Michigan University,
Kalamazoo, USA. Mr. Samson is a Fellow at The Institute of Management Consultants – FIMC-Nigeria

He consulted for UNDP to investigate and write the Nigeria Country performance with regards to
gender equity and equality in achieving MDGs 3 and 6 with particular reference to capturing the
opinions of networks of women living with HIV/AIDS. This was a 25day consultancy which focused on
desk reviews of existing reports/studies as well as consultations with institutions, organizations and
various networks, stakeholders and individuals that could provide information on how Nigeria as a
country performed in meeting the needs of the vulnerable groups as well as dealing with issues of
gender and women empowerment towards achieving the Millennium Development Goals.
He developed the “Sustainable Community Engagement Strategy” for the National Agency for the
Control of HIV/AIDS (NACA) and also developed the “Community Engagement Training Manual” to
guide health workers’ engagement with persons living with HIV to improve uptake of HIV/AIDS and
other health care services.
With funding from The Eastern African National Network of AIDS Service organizations (EANNASO) in
collaboration with the Network of People with HIV/AIDS in Nigeria (NEPWHAN), he conducted a
baseline/map of 70 CSOs and NGOs in Nigeria that are practicing community led monitoring of health
services with particular reference to HIV/AIDS and TB and the degree of community stakeholders’
involvement in their project design, implementation and monitoring of outcomes. The baseline sort to
find out best practices that combine systematic and routine data collection by communities with
evidence-based advocacy to improve accountability, governance and quality of HIV and health services.
He led a team of OVC experts to develop the Nigeria Country National Plan of Action (NPA) for Orphans
and Vulnerable Children, the document which now guides OVC response in Nigeria and also conducted
stakeholder meetings in the North and Southern Nigeria to identify Nigeria country specific definition
of orphans and vulnerable children.
He has just completed 4 years project assignments (March 2020 to October 2024) with the Palladium
Group on the Nigeria SCALE Project funded by USAID as the Field Team Lead where he provided
programme leadership and management support for over 36 SCALE stakeholders and grantees on
institutional and capacity building, and systems strengthening initiatives. He had overall programme
coordination responsibility for all program activities including capacity building, coaching and
mentoring, and grants administration among resource partners and grantees that were working with
SCALE Project in Nigeria.
Nigeria SCALE has five components that include:
1) Component One – Improve CSO organizational capacity,
2) Component Two – Enhance capacity for CSO advocacy, collaboration, and management,
3) Component Three – Improve the policy and regulatory environment for civil society,
4) Component Four – Countering Trafficking in Persons (CTIP), and
5) Component Five – Sector strengthening and advocacy.
He has worked as Project Support Services Manager with the Foundation for Partnership Initiatives in
the Niger Delta (PIND funded by Chevron) from 1st October 2012 to December 2019 where he provided
leadership for managing all procurement, subcontracts, and grants administration functions, targeting
improved economic development and social protection of local communities in the Niger Delta States.
This programme targeted the vulnerable population for economic empowerment in the Niger Delta
states. He also facilitated capacity building of business organizations to establish systems for managing
and improving their business practices. He set up the procurement and grants policies, systems and
templates and managed all compliance activities for the Foundation. He provided guidance to grantees,
vendors, consultants and subcontractors on institutional capacity building and strengthening,
monitoring their deliverables reporting and processing payment request as at when due. He set up an
efficient payment tracker to monitor payment process and plan for effective programme delivery.
In 2015, he led a team of national consultants to develop the Cross River State Gender Policy. The policy
document has been finalized and submitted to the State Executive Council for endorsement and
commission. He has worked extensively on USAID and DFID funded projects in Nigeria at a senior
management level. He worked with USAID/MARKETS/BtM2 project as the Special Activity Funds
Manager for 2 years. In this capacity he managed all subcontracts awards (over 143), facilitating the
preparation and development of their contract documents; provided guidance to develop their
management systems, trained them on proposal writing, micro-credit fundamentals and built their
capacities based on issues identified from capacity assessment exercise; monitored their deliverables
and processed all payment requests as well as ensured that the subcontract timelines and reporting
were applied to all subcontract deliverables.
He worked for five years with the Futures Group International on the Enabling HIV/AIDS and Social
Sector Environment (ENHANSE) Project funded by USAID. On this project, he Managed the grants
program, which targeted national-level policy advisory and reforms for HIV/AIDS, Reproductive Health,
Basic Education, OVC, and Child Survival programmes implementation efforts. He conducted capacity
assessment of all the beneficiary organizations, developed interventions which were used to build their
capacities to ensure that they were well positioned to manage their grants and provided technical
guidance to CSO/NGOs and network organizations to sustain their programmes in Nigeria. He also
provided Monitoring and Evaluation guidance for all the institutions in developing their Performance
Monitoring Plans (PMP) and Results Matrix to enable them develop their indicators in their results
framework and capture results at the output and outcome levels.
Mr. Samson provided leadership and coordination for field offices under CEDPA and LATH/Pathfinder
International projects where he worked as Field Project Manager. In this capacity he managed the DFID
funded HIV/AIDS Project for 6 years. He also developed training curricula for executive level staff in
leadership development and strategic management with particular attention to gender empowerment,
equity, equality and social inclusion.
He consulted for PATHS2 Project on strategic plan and Knowledge Management Strategy Development
for the Federal Ministry of Health; and in policy review and documentation. He has extensive
knowledge of HIV/AIDS, OVC, and Gender programme mainstreaming.
He has worked on a USAID funded Family Health Services Project as a Deputy Country Director with
African American Institute (AAI) where he provided overall leadership for programme administration,
procurement and financial responsibility for implementing the project in collaboration with Family
Health International (FHI), Africare, PSI and Society for Family Health (SFH) for a period of 4 years.
He has worked as a Training Coordinator with the National Fertilizer Company of Nigeria with overall
responsibility for staff development, job planning and development, on the job training and mentoring
programmes.
Mr. Samson is hard working, conscientious and a very active team player in the process of discharging

sector in Nigeria. He has mentored quite a number of young people in the development sector and his

support a portfolio of socio-economic and social protection programs for Nigeria’s Niger Delta in order
to improve standards of living of communities in the region. PIND supports projects in collaboration
with a diverse range of donor partners including bilateral and multi-lateral aid agencies, federal and
state government agencies in Nigeria, private companies and foundations. With an overarching goal of
increasing income and employment in the region, the Foundation has four distinct but interrelated
program areas. They are:
An economic development program focused on generating opportunities for pro-poor market
development and employment generation.
A capacity building program that will build the service delivery and engagement capacity of
government, civil society and communities.
A peace-building program that strengthens conflict resolution mechanisms for enabling
integrated peace and economic growth.
An analysis & advocacy program that improves analysis and understanding of systemic
constraints to growth in the Niger Delta region.
His responsibilities was to provide leadership in developing policies, systems and procedures to
establish and run the grants and procurement department; assisting programme and contract staff to
develop their work-plans and implement their activities as they relate to engaging contract and

Mr. Samson worked with USAID/MARKETS/BtM2 project as the Special Activity Funds Manager (SAF
Manager). The Maximizing Agricultural Revenue and Key Enterprises in Targeted Sites (MARKETS)
activity funded by USAID, focused on expanding economic opportunities in the agricultural sector by
increasing agricultural productivity, enhancing value-added processing, and increasing
commercialization through private-sector led and market-driven growth and development. MARKETS
worked along the commodity development chain--from primary producer to processor to end-users-with the aim of reaching significant numbers of agricultural households and rural enterprises. The
program aimed to transform Nigerian agriculture in selected areas from low input/low output,
subsistence farming to commercially competitive agriculture. It identified and addressed priority food
and cash crop production systems where productivity gains led to 1) significant impacts on the economy
and 2) improvements in household livelihoods of those involved in the agriculture sector. In addition,
the program supported off-farm agricultural enterprises that enhanced the value addition process and
generate employment in Nigeria.
In this capacity as the SAF Manager, he coordinated and managed all subcontracts awards (over 143),
facilitating the preparation and development of solicitation and engagement process, and subcontract
administration; conducted compliance monitoring visits to ensure their deliverables were prepared as
per the terms and condition of the subcontracts. He processed all payment requests as well as ensuring
that the subcontract timelines and reporting were applied to all subcontract deliverables. Using the
USAID approved OCAT tool and in liaison with the technical and programme staff, he conducted
organizational capacity assessment visits of all the OVC grantees (53 OVC focused organizations drawn
from 10 states in Nigeria) to determine their institutional capacity needs, provided them with technical
guidance to develop their systems, and supported them to train OVC caregivers on Micro–Credit
Fundamentals – a skill necessary to implement their grants and sustain them for improved care and
support for the OVC. He also built their capacity on proposal writing skills so that they could apply for
other funding opportunities should MARKETS project wound up. These OVC organizations were
specifically providing nutritional supplements packages to OVC and their caregivers to ensure the good
health and wellbeing of the children.

In this role, Mr. Samson was responsible for the full cycle of grants administration and management,
including grants solicitation, pre-award assessments, providing technical assistance during project
monitoring/compliance visits and conducting close-out procedures. He also provided other services as
required by the ENHANSE Chief of Party and the Deputy Chief of Party.
Mr. Samson developed a grants management manual for the project in line with USAID grants award
and administration requirements. He produced grant award templates and award modification
documents, as well as Negotiated Memoranda of Understanding. Prior to engaging the grantees, he
conducted organization capacity assessment visits to all the potential grantees to determine their
capacity needs and provided guidance on what they needed to be adequately ready to access ENHANSE
grants. For the organizations that were finally selected to access grants, he led a team of Grants
Technical Committee to put the required personnel, administration, financial and procurement systems
in place to ensure that the grantees would be able to manage the grants once they have signed the
contract. Mr. Samson liaised with the finance departments for timely disbursement of grant funds to
grantees and ensures retirement and reconciliation of expenditures in line with grantees’ deliverables.
He monitored and supervised grantees’ procurement and disbursement of project equipment,
materials and expendable resources. Mr. Samson responded to and provided technical guidance for
issues that arose during sub-grant award and grants activities implementation. He conducted periodic
compliance monitoring visits of grantees’ activities and trained grantees in managing their grants
awards in compliance with USAID and project requirements and conditions. As required by USAID, he
provided quarterly programmatic and financial grant activity reports. During the close-out phase, Mr.
Samson oversaw the grantees’ close-out activity implementation and ensured that lessons learned by
grantees were shared with USAID and other partners.

children and the gaps in their interventions. He also provided guidance to the OVC caregivers’ income
generating programme to ensure sustainability of the project.

three local government areas in Bauchi State as baseline requirements for accessing the World Bank
loan and DFID technical support for the UBE program in the selected 16 states of the Federation. Part
of this exercise was to produce a state level report of the social assessment with recommendations,
which informed planning and strategy formulation for implementing the support for UBE program in
the selected states to ensure access to quality education by girls in rural communities.
