over 15 years of progressive experience at Ethio Telecom. Proven

Level III Assessment (Behavior) For Training Programs
Delivered By TExA: This assessment measures how
effective the training delivered to staffs is (commercial
domain, leadership & management domain and technical
domain). The output from this LIII training evaluation helps
for respective domains to know where the level of
knowledge, skill and attitude of their staffs who took the
training and for TExA to enable to zoom in and focus training
delivery problems and devise mechanism to tackle them.

Guideline and Governance Preparation of Certification In
TExA: For each training delivered, certificate is issued. For
that case, guideline and governance should be in place. In
addition, for training facilitators certificate issuance is
mandatory and the guideline includes this too. In general, for
all types of certificates such as completion, recognition
ambassador I prepared guideline.
Training Proposal for National Network Operation (NNOC)
Monitoring Team: After I transferred from NNOC to TExA I
prepared training proposal that can be used as quick win to
fill gaps observed in daily activity and enable boost daily
performance. This proposal is named “NOEE: NNOC
Operational Efficiency Enhancement”. In this proposal two
solultions considered: Learning (selected training programs
for monitoring team) and Non-learning (actions that can
enhance monitoring team performance).
Occupational Standard and Assessment Tool Development
and Implementation at National Level and Internal to Ethio
telecom: As project manager of the occupational
competence assessment project, I lead the project team, be
part of the team and contribute to the development of the
occupational standard (OS) and assessment tool (AT). The
OS is named Fiber Optics Networking (FON) for LII (Fiber
Optics Installation), LIII (Fiber Optics Operation and
Maintenance) and LIV (Fiber Optics Planning and
Engineering). In the telecom sector, this OS is registered at
the national level at Federal TVET. To assess Ethio telecom
fixed network staffs whose activity related to fiber optics,
developed separate and mirror type OS and started to
assess for LII (this is one milestone for the OCA project). The
assessment tool clearly gadgets the gap on Fixed Network
Staffs related to Fiber optics installation. In addition I lead a
project and implement OCA for internal assessment on Fiber
Optics Network Installation Operation and Maintenance
Level III and on Telecom Power and Environment Rollout
Level II.
2. Network Supervision Center (NSC) Manager, National Network
Operations Center (NNOC)/ Network, Ethio Telecom Dates -)
Responsible to manage and supervise all network integrated to NNOC
(Mobile RAN and core, IP, Transmission, P&E, IT, FLNGN). For each
technology mentioned, there are 6 supervisors under my immediate
supervision. Intern under each supervisor there are 15-18 staffs. Totally,
there are 104 staffs and 6 supervisors in my section. The activities I
engaged with are as follows.

First Level Detection and Troubleshooting Activities: the
teams in each group are responsible to supervise network
alarms, analyze and give first level troubleshooting (root
cause analysis, merging with customer-complaint trouble
ticket), make sure to dispatch network alarm ticket. This is
done 24*7 and am in charge of all these activities.
Follow-up Activities of Network Status: network status of all
technologies (Mobile RAN and core, IP, Tx, FLNGN, IT and
Power and Environment) is being checked every time and
report is addressed to higher officials (CEO, Chief officers).
Managing Incidents and Crisis: Based on the set criteria,
when major incident, critical incident and at large crisis
encountered, letting know all the concerned and be part in
my team level delegation matrix to resolve the incident.
Manage Daily Power Outages Detection on Mobile Sites and
Reporting: For all mobile sites installed by Ethio telecom, the
power outage is detected, especially the outage due to
commercial or mains power is analyzed, report is
synthesized, finally addressed to minister (Ministry of
Communication minister) by me. This report is 24 hours
status report and was very tough (as it is done every day)
that is designed to show how severe the impact of
commercial power outage on the telecom sector. It was
possible to realize that >60% of the incident on the network
is due to power outage and was in line with our daily power
outage report.
Managing and Daily, Weekly and Monthly Activities:
Coordinating all Standard Quality Circles with in the section,
leading weekly section meeting with supervisors, actively
participating and providing valuable input in weekly
department meeting and bi-annual division meeting.
Daily Shift Report Execution and Follow-up: Coordinating
and make sure daily shift reports are addressed to the
concerned
in
all
technologies.
Assuring
team
synchronization, handover of team activities follow-up and
intervention.
Bulk Message Management: Make sure bulk SMS for each
major and critical network outage is reaching to the
concerned and follow the actions. This helps the
maintenance team to be aware on time, prioritize work and
take corrective action accordingly.

NNOC Project Implementation Participation and Role
Playing: NNOC constitutes Unified Network Management
System (UNMS), Operation Support System (OSS) - Service
Management System (SMS), Resource Management
System (SMS), Trouble Ticketing System (TT), Fraud
Management System (FMS)], Security Operation Center
(SOC) and Eguard System. Took training on UNMS, RMS
and TT abroad (China). From these four constituents I
worked on UNMS: from PAT to PAC and finally to operation
phase of the project.
Provisional Acceptance Test (PAT): Perform PAT for all test
cases of UNMS in the project. The test cases grouped under
fault, configuration and performance. Based on the test case
results found (pass, fail, deferred) final Provisional
Acceptance Certificate (PAC) issued and the project was
transformed to operation. At the operation phase, I assigned
as team leader on UNMS. Perform network status analysis
integrated to UNMS, based on performance KPIs installed in
UNMS performed performance of RAN network (for BSC and
MSC), generate report and sent to all the concerned.
Worked on OSS (TT and RMS): to dispatch TT to network
fault alarms the resource data information is very important.
Even to dispatch TT, basic knowhow on TT system is
mandatory.

active participation in the UNMS PAT
Centralized telecom network monitoring manager (start with
limited technology through time monitoring all types of
networks integrated to NNOC)
Irrespective of the presence of challenges and ups and
downs with respect to technical issues they were managed
The section (NSC) has huge man power and was smoothly
managed; staff mobility and turnover were so high and did
have impact on the day to day live monitoring activities; all
these were managed. Smooth relation with neighbor
organization and cross-functional sections was created so
that able to create conducive working environment; day to
day activity was boosted for this I have recognition for the
section is awarded as the 3rd best performer from the
department.

Manage successfully the OCA project in developing
Assessment Tool, Occupational Standard (OS) and start to
assess Fixed Network fiber optics team on Fiber Optics
Networking Occupation.
Consult different projects, undergraduate and postgraduate
students. The projects implemented are successful in both
simulation and proto type and used as business startup.
Microcontroller based power system control from different
sources (Diesel generator, solar, mains supply and battery),
Smart home automation system – to name a few for the
undergraduate
case;

I have published book entitled “Design Simulation and
Analysis of Dual Band Patch Antennas for Mobile Phones”.
That was my MSC thesis work and was published by
