Carlos Sarmiento — Project Manager
Summary
Carlos Sarmiento is an international development professional with a strong administrative background and
a deep commitment to human rights and international protection. As a project manager for USAID,
Department of State, and Department of Labor programs, he has contributed to stabilization efforts,
organizational development, and monitoring & evaluation (M&E) initiatives across the LAC and MENA
regions. Recently, he worked on the Quality Instruction Towards Access and Basic Education Improvement
(QITABI)-2 Project, which aimed to expand equitable access to education and improve learning outcomes
for Lebanese children. In this role, he onboarded and managed consultants and staff, coordinated travel
logistics, monitored project expenditures against contractual ceilings, and prepared billing vouchers. Most
recently, Mr. Sarmiento managed the Monitoring and Evaluation Program for Lebanon (MEPL),
collaborating closely with MSI’s technical and administrative teams. His responsibilities included
onboarding and managing personnel, overseeing project deliverables, coordinating field visits, managing
third-tier subcontracts, and tracking, billing, and projecting project expenditures. Mr. Sarmiento holds a
Bachelor of Arts in International Relations from Florida International University and a Master of Arts in
Latin American Studies from Georgetown University’s School of Foreign Service. He is fluent in English
and Spanish and has intermediate proficiency in Portuguese.
