My first job was with Philippine Airlines (PAL) as an aircraft mechanic in 1980 until 1986. I performed line maintenance work like troubleshooting, accomplishment of technical publications and aircraft servicing. Sometime in 1986 I was promoted to Aircraft Inspector position. Part of my job was to observe and double check aircraft mechanics completed task and release the aircraft for flight. It was also during my stint as Aircraft Inspector that I was given the opportunity to represent PAL as a Technical Representative during Airbus aircraft manufacture in Toulouse, France in late 1998 until early 1999. Year 1999 I became a Quality Assurance Specialist. For a year, until 2000, my primary job was to perform audits in all facets of aircraft maintenance and engineering operations like line maintenance, aircraft overhaul, aircraft fueling and outsourced maintenance abroad where PAL planes fly, Year 2000 until 2011, I was the Quality Assurance Manager preparing the yearly audit plan regarding aircraft maintenance and engineering operations, implementing the plan and managing a group of auditors doing the maintenance audits, Part of the job was to make a quality assurance manual, updating and revision of the manual and implementation of the processes and procedures stated in the manual. It was during this period that our quality assurance system became digital and paperless when we acquired a database called Aviation Quality Database (AQD). It was also in 2006 that PAL obtained its first IATA Operational Safety Audit (IOSA) certification. IOSA certification is required of all IATA member airlines so as not to lose IATA (International Airline Transport Association) membership. Our group handled the IOSA preparation for quality assurance and maintenance & engineering aspects. In 2011 until my retirement in March 2021, I held the position of Assistant Vice President-Quality Assurance Sub Department. I was reporting to the Vice President of Quality Department. The job requires the management of audits not only of the aircraft maintenance aspect of PAL operations but includes also the other operational aspects like flight operations, cabin operations, ground operations, safety operations, security operations and cargo operations. Preparation of the fiscal budget was part of the job. Reporting to me were two managers (Manager-Quality Assurance Maintenance and Manager-Quality Assurance Operations). Our group was doing audits in all aspects of PAL operations be it maintenance, engineering, airport, flight and cargo. We were also the lead office ensuring that PAL maintains the IATA Operational Safety Audit (IOSA) certification. Our office ensured that the IOSA audit every two years done by foreign auditors were a success so that PAL does not lose the certification which is required from all IATA member airlines. So far since the start of the IOSA program in 2006 until my retirement this year 2021, PAL has not lose its certification.
