PROFESSIONAL SUMMARY
A versatile and governance focused SC Cleared Project Delivery Management Professional with a broad range of experience. I have delivered successful projects across a number of areas focusing on good, robust governance and project controls. I have over 20 years in engineering before specialising solely on Project Delivery. My strategy with every assignment starts with excellent governance, creating a positive and productive team environment, ensuring everyone has clear actions, roles and responsibilities and establishing a mentality for success. To date I have had the high and the lows, dealing with conflicting priorities and limited resources. Managing my stakeholders has been a crucial skill which I have honed over time. Over the last 5 years I have primarily worked within the Public Sector. Aside from a couple of interim cover rolls at ABRDN Wealth and The Ministry of Defence I have had the privilege of working with HMRC across several major programmes. From my references I have demonstrated good value and a return on their investment in me.
PROFESSIONAL EXPERIENCE (Most recent first)
HMRC (CDIO & CDO) (Public Sector Resourcing) - Contractor
London, UK
Senior Project Manager and Senior IT Delivery Lead
April 2024 to Present
HMRC are embarking on a large scale Data Visualisation Programme running over several years. To do this HMRC have procured tools to provide extensive scanning and analysis capability across all HMRC system, APIs and data warehouses. My dual role is to facilitate the discovery, connectivity and repeatable scans for the entire programme of works. This involves leading a team to work across all areas of HMRC and all major suppliers to promote collaboration and define a manageable cross-cutting programme plan.
In this role I successfully agreed the commercial model with a 3rd party supplier to provide a Run service for the scanning products (Informatica and Denodo) to facilitate the programme. I secured senior support across all business areas and suppliers to ensure we mitigated the risks highlighted in our discovery workshops. I lead this team on the Vision of HMRC Executive Committee to enhance the organisation’s data quality and data management. The primary tools used within this project were CLARITY, SERVICE NOW, MyBUY, MICROSOFT OFFICE, MICROSOFT PROJECT.
Ministry of Defence (Public Sector Resourcing) - Contractor
Naval Base Clyde, UK
Interim Project Manager
September 2023 to March 2024
Responsible for leading multiple delivery teams from MoD and Babcock through a complex joint improvement programme and delivery of new applications. This role required strong governance and stakeholder management in order to breakdown the barriers to progress that had previously been blocking this programme. My task was clear from the Commodore and that was to set the foundations and governance for all stakeholders to engage with. Set clear ownership and actions for both parties and agree a clear set of outcomes and dates for completion. Upon achieving this I appointed a Permanent Lead to oversee and drive the plan forward. The primary tools used within this project were, SERVICE NOW, MICROSOFT OFFICE, MICROSOFT PROJECT.
HMRC Security (Enterprise Security Programme) (CDIO) (Public Sector Resourcing) - Contractor
Liverpool, UK
Security Project Manager
October 2022 to April 2023
ESP (Enterprise Security Programme) was a major programme which delivered critical transformational security changes across the whole of HMRC. As part of this fantastic programme I had the pleasure of leading a team of security specialists under the umbrella ‘Insider Threat Task Force (ITTF). From joining the project I implemented robust project controls and empowered a very competent team to work collaboratively, creating a positive environment targeting successful outcomes. Helping the team appreciate the benefits of project management governance to help drive their work to success meant we delivered above and beyond the expectations of the programme leadership. During the annual spring Security Conference ITTF were awarded the Best Performing Team of the programme. The work delivered to improve Personnel Security is now being adopted across other Government Departments.
The primary tools used within this project were CLARITY, SERVICE NOW, MyBUY, MICROSOFT OFFICE, MICROSOFT PROJECT.
HMRC Technical Sourcing Programme (TSP) (CDIO) (Public Sector Resourcing) - Contractor
Liverpool, UK
IT Project Manager
September 2021 to September 2022
TSP was a multi-year major programme seeing CDIO undertake a legally obligated renegotiation of all HMRC’s prime contracts. I joined during the thrust of transition stage 2 (TS2) and was tasked to assemble a team to investigate the impact of potential disaggregation of supplier contracts would have on Services and System Integrations. The search and discovery of ‘orphans’ across all contracts/services was very successful and which lead to further work investigating risks raised by Capgemini should their contracts be won by other suppliers. Again, this was a thorough investigation which provided the Programme Board with information to make informed decisions.
My second role on TSP was working with the Process Team rolling out the E2E Change Lifecycle briefings to Stakeholders. With limited time before the contract switch over date I created a plan which targeted the key stakeholders as per the process dictates and developed a robust plan which saw 28 briefings carried out within 4 weeks along with support clinics. This was a measurable success and surveys conducted at intervals throughout showed stakeholders now feel well informed about the E2E change lifecycle and, also know where to turn if the experience problems. Our team’s success provided a platform for HMRC to revisit their ambition to modernise their existing Configuration Management Database (CMDB) and to improve their Asset Management. My team of architects and BAs engaged with the Service Now team within CDIO and drafted a plan for the discovery work needed to set the foundations of this project. The scope was agreed and clear. Phase 1 - To review and update the existing information held within Service Now and phase 2 - To define and identify the Component Items to be within scope of the CMDB. Phase 3 – To map the components within Service Now. The role of my team was to delivery phases 1 & 2 then hand over to HMRC teams to progress phase 3.
Aberdeen Standard Investment Bank – Contractor
(TATA Consultancy Services), Edinburgh, UK
Portfolio Manager
May 2021 to September 2021
Aberdeen Standard was the merger between Aberdeen Asset and Standard Life. As part of this transformation programme the combined organisation moved to outsource the IT Services to TATA Consultancy Services. My role overseen the portfolio of four workstreams consisting of product owners, scrum masters, data/business/systems analysts, off-shore developers and testers. I proactively implemented the agreed SOW (Statement of Works) whilst ensuring a robust knowledge transfer during this period. I managed the resource balance against the agreed budget and also chaired the various sprint retrospectives to ensure we are embedding the learnings across the teams. This was then linked back into a Scrum of Scrums to ensure Scrum Masters and Product Owners have actions and ownership for ongoing improvements as well as aligning dependencies. In addition to this I managed current and future demand into ITS by attending the Work Reception where a review of all unallocated change requests was undertaken, and funding approved. The primary tools used within this project were JIRA, CONFLUANCE, CLARITY, SERVICE NOW, MyBUY, MICROSOFT OFFICE, MICROSOFT PROJECT.
HMRC Cyber Security Information and Risk (CSIR) (Public Sector Resourcing) - Contractor
Manchester, UK
Cyber Security Project Manager
November 2020 to March 2021
As part of a major Cyber Tactical Remediation Programme I hit the ground running with numerous cyber security initiatives that were in discovery. I lead a team whereby we initiated several workstreams that would reduce cyber risk across the estate. From providing enhanced cloud forensics capability in cloud environments to enabling security features within the McAfee and Microsoft O365 suites. I was also responsible for a successful Endpoint DLP (Data Loss Prevention) proof of concept which led to a fully funded project. I set up cyber ‘capture the flag’ training simulation via procurement to a 3rd party. I also procured a 3rd party malware analysis contract to help the Cyber Security Team cope with demand, My role as a contracting ITPM was to stand up these projects and get them to a place where newly posted PMs from within the organisation could pick them up and run with them. I successfully achieved these objectives within the time scales given and provided mentorship to the ongoing PMs. The primary tools used within this project were JIRA, CLARITY, SERVICE NOW, MyBUY, MICROSOFT OFFICE, MICROSOFT PROJECT.
