Further, the Finance Manager is responsible for maintaining efficient controlling mechanisms within the area of responsibility. Participates in improving of structures, systems and routines that enhances the effectiveness and efficiency of programme implementation in general. Ensure a constant capacity building of finance staff in the field on various finance issues. Participate in the preparation of budgets for new project proposals in close collaboration with the Senior Management Team, CDs/PMs and Grants Manager. Liaises with headquarters Desk Finance Officers regarding Regional financial matters. Performs site visits to provide financial control, field finance oversight and staff training. Financial Reporting and Analysis Coordinator – 07/2013 to 06/2014 Provide a suite of financial reports to assist in strategic planning, including a top line reporting system by area, a master budget and funding gap analysis by area on a monthly basis. Develop and maintain historical trend analyses regarding programmatic and operational costing’s per office. Ensure that relevant operational costs are included into each proposal to achieve full cost recovery. Maintain an overall consolidated budget database system in Agresso Financial Management System. Ensure correct level of budget authority exists within Country Office through the Scheme of Delegation. Train budget holders and other stake holders on financial issues. Produce multi-area donor financial reports, monitoring accuracy and timely submission of financial reports and attachments to members, donors and government regulatory agencies. Lead the annual financial operational planning and budgeting process and quarterly forecasts in close collaboration with the Director of Finance and senior management team. Finance Manager reporting to the Cash Consortium Coordinator 1/2012 – 06/2013 Duties and responsibilities include: Be responsible for donor compliance in Consortium budgets and sub-budgets Prepare consortium donor budgets by liaising with financial staff in member agencies Prepare joint financial donor reports where requested Respond through the Consortium Coordinator to donor queries on budgets and financial reports Keep current any financial / contract management systems relating to the consortium Monitor on a regular basis budget under- and over-utilisation through the monthly management accounts for advice to the Consortium Coordination Monitor on a quarterly basis expenditure of all Consortium budget lines and report to the Consortium Coordinator on any follow up or adjustment issues Oversee budget versus actual, liaising with the Lead Agency finance department in the preparation of the CCT budget, in coordination with the Consortium Coordinator.
