the reforms. The answer is that the people in the specific group of bureaucracy are always fond of giving
preference to their group fellow and let go or let down the person outside their group. This kind of
favoritism and nepotism is unavoidable due to the mentality and nature of people serving in their
groups. Their moral values are almost absent and they are relentless and exploitations done by one
officer is saved by the other senior officers due to the reason that the senior officer is also used to do
the same exploitation at different levels. So
