A transformation and public sector policy specialist who uses PRINCE2/Agile methodology with appropriate PMO experience to compliment theory with practice. I set the scene to establish programme focus, plan and manage complex multi-disciplinary programmes and teams effectively through appropriate Governance controls to focus on the key deliverables such as: design, cost, benefit realization, service provision through evidence, innovation, analysis and stakeholder management.
A track record of delivering policy change management assignments. Able to provide a 360° view of all elements of programmes both vertically in terms of detail and horizontally for departments/stakeholders; cognitive of the political influences relating to public sector transformation. Proven track record of using these principles for delivering Target Operating Models (TOM) and HMG Business Case methodologies. A digital first approach to emerging technology to improve services and draw out efficiencies.
A self-starter with a track record of excellent service redesign and policy delivery with outstanding knowledge of the functions and roles of central / local government. Currently critical to delivering new TOM bio-security border controls for global food imports at Defra in a very politically sensitive environment.
Experience:
• vast policy delivery / service transformation experience in a PMO environment with an appreciation for detailed level of technical data and methodology to support evidence-based policy, political direction and stakeholder management at the most senior levels of Government.
• successfully managed the day-to-day responsibilities in delivering outcomes for national/local policy projects, ensuring support and Governance to achieve programme delivery. This includes visible leadership and prudent, strategic resource management.
• set a clear vision and objectives for my teams ensuring that monitoring, reporting and communications is consistent and clear for good governance and stakeholder management.
• specialise in effective stakeholder engagement to drive results from agreeing 100-day strategies for newly appointed ministers (such as Brandon Lewis MP, Sadiq Khan) to working with disabled children to design and commission user-led council services to delivering a TOM for all UK Global imports.
• outstanding knowledge of the political aspects of policy design and delivery including implementing global Target Operating Models within this environment. Personally accompanied the SoS on visits to new infrastructure sites.
