Position: Project Officer
Project: “Empowering Female Migrant Youth to Succeed in the City and
Workplace (SAFE project)”
Budget: 879.000 USD - AUD)
Objective: This project aims to enhance the resilience and economic security
of migrants in urban areas by providing youth (aged 18-30) with skills,
leading to decent work (as defined by the ILO) opportunities. The project
will provide 800 female youth beneficiaries with access to trainings, decent
employment linkages, sustainable business planning and opportunities to

work with their communities in resiliency and mitigation planning, enabling
640 of them to get jobs and to start businesses.

The Project Officer will act as a team member of Hanoi Program Unit who

will work closely with Project Coordinator to fully responsible for the
implementation of the project period 1st August 2016 to 31st August 2019.
Responsibilities
- Closely working with PC in building positive and productive
partnership with partners to ensure its continuity and improvements
throughout the project.

Together with the PC to work with above partners and stakeholder to
design the details project implementation plan following the
approved project proposal; development of technical tools with
adequate consultation and participation of staff and other key
stakeholders at all stages of project implementation.

Be responsible for assigned project component and be responsible for
regular finance monitoring and annual budget revising of respective
partners. To ensure financial and administrative requirements of
project are completed in a timely manner.

Work with PC to develop system for capturing, documenting,
disseminating experiences, achievements and best practice to

Work with Project Coordinator to be responsible for regular
performance review meetings to assess progress; agree on; and
communicate any changes in strategy with the key project
stakeholders.

Be responsible for assigned project budget resource. Ensure efficient
utilization and timely accountability of funds and other resources
allocated in accordance with grant conditions. To ensure financial
and administrative requirements of project are completed in a timely
manner.

Collecting data, preparing, and submitting quality and timely project
reports to the Project Coordinator for report consolidation per donor
requirements and the project monitoring & evaluation plan;
responsible for filling the project beneficiaries in the YES! ME!

Project: “Developing best practice model for enforcement of smoke-free and
TAPS ban within two Provinces through the network of Vietnam
Public Health Association and support of policy leaders”, which was
implemented in Thai Binh province and Khanh Hoa province (2014 - 2016).
Budget: 413.000 USD
Objective: The present program is to strengthen the implementation and
enforcement of Vietnam's Tobacco Control Law in government offices and
health, education, public transportation facilities and public places in 2
provinces and 2 cities. Based on the experience of the intervention
provinces, it also seeks to develop a best practice model for national wide.

Research: “Research on the implementation of tobacco control law at 6

Dinh, Dong Thap and Bac Lieu”.
This research was including 3 smaller researches and they had been
deploying in 2 round. Round 1 was completed in 2014 and round 2 was
Completed in late June 2015. The result of 2 rounds were analyzed and
compared. There were there sub researches including “assess on the
implementation of tobacco control law, assess on the implementation of
tobacco advertising, promotion and sponsorship ban regulation and the
effective of pictorial health warning to the smoker”.
