As recruitment specialists it was not the norm for us to make offers to the candidates that we present to line and HR Generalists, however, sometimes offers would be declined due to salary issues that would have been fully discussed by candidates with the recruitment specialists (who would then communicate this information to generalist but may not always be fully understood), therefore suggested that the specialists made offers to candidates as they even have better relationships with candidates, this helped increase the number of offers accepted
