Jose Diwa II is a highly driven Project and Program Consultant with over nine years of progressive experience in engineering project management, operations, and stakeholder engagement—particularly within the water and wastewater sector. A licensed Mechanical Engineer since 2015, Jose brings a unique blend of technical acumen, team leadership, and a deep commitment to sustainable development and innovation.
Jose began his career in wastewater management, overseeing water reclamation facility operations for the leading water utility in the Philippines. His role later expanded to catchment management, where he was responsible for ensuring regulatory compliance, process optimization, and resource planning across multiple treatment facilities. He led critical testing, commissioning, and process proving activities for major plants, including a 76 MLD sewage treatment facility, at 500 CMD septage treatment facility, and a due diligence on a 150 CMD septage treatment plant. His leadership extended to pioneering potable water reuse strategies—spearheading the Technical Working Group (TWG) and contributing to the development of the Philippines' first direct potable reuse water treatment facility.
In 2024, Jose joined Arcadis as part of the Resilience GBA Team. His global project exposure includes supporting resiliency and sustainability-focused infrastructure projects in the Netherlands and New York, where he utilized tools such as Power BI, MS Planner, MS excel, and Revizto for performance tracking, design validation, and multi-stakeholder coordination.
Beyond field operations and project consulting, Jose also served as an adjunct professor in one of the top engineering universities in Metro Manila. He taught mechanical engineering subjects including Thermodynamics, Mechatronics, and Instrumentation & Controls Engineering—mentoring students and championing practical industry immersion programs.
