Significant Accomplishments
◦ Self initiated, developed, and established the department’s wellness projects, Body Armor, which is one of the
most comprehensive programs in the State of Maryland. The wellness program addresses mental, emotional,
physical, financial, and legal wellness through the use of public-private partnerships and creative budgetary
actions. Created the program website, www.rockbodyarmor.com.

◦ Recognized the need to update the agency’s primary pistol. Solicited vendors for a training and evaluation
(T&E) project. Organized and developed the training and evaluation protocols. Drafted the final report that
made the recommendation to transition to a new weapons platform.
◦ Self initiated and established a partnership between the department and a national organization, Comfort
Cases, that supports children during a crisis moment, i.e. during a court-ordered removal. The agency stores
and provides backpacks with personal items for children that are removed from unhealthy and dangerous
living conditions and placed into more secure locations.
◦ Recognized the need for immediate self medical aid equipment and skills for police officers. Launched a
successful initiative to equip all agency officers with Individual First Aid Kits (IFAKs). Conducted initial training
and integrated tactical medicine exercises during firearms training evolutions. Now, all officers are equipped
to provide lifesaving medical intervention.
◦ Utilized the Federal Bureau of Investigation’s LEOKA (Law Enforcement Officer Killed and Assaulted)
statistics to dramatically reform the department’s firearms qualification courses of fire (COF) for the handgun
and the rifle. The reformed COFs more closely correlated to real life deadly force encounters, which better
prepared police officers for survival and success.

◦ Developed currency maintenance strategy for unit. Prior to implementation, more than half of all unit
personnel were not current in their critical qualifications. Within 30 days of executing this strategy, 55% of
those servicemembers had their competencies restored.
◦ Selected as one of only 21 Coast Guard reservists nationwide to attend the inaugural Boarding Officer
Practical Course, where I provided essential feedback to modify and improve this mission critical course.
◦ Deployed to an event of national significance, Deepwater Horizon, where I served as an On-Water Response
and Shoreline Assessment Task Force team leader. This Task Force was response for monitoring four
bayous, 16 miles of beach front, and 579 square miles of waterways and marshland.
◦ Identified the need to modernize the Coast Guard’s Judgmental Use of Force (JUFE) evaluation scenarios.
Through my chain of command to the Maritime Law Enforcement Academy (MLEA), I submitted a
memorandum that contributed to the initiation of significant updates and upgrades to the JUFE program,
which helps trains Coast Guard law enforcement personnel in sharpening essential decision making skills.
◦ Recognized the need for immediate self medical aid equipment for Coast Guard law enforcement personnel
by working with the Coast Guard Atlantic Area Reserve Command Master Chief to advocate and analyze the
logistics of equipping all CG law enforcement qualified members with Individual First Aid Kits (IFAKs), which
could provide life saving intervention during a critical incident.
