Electronic Engineer specialized in information and communication
technologies (ICT), with more than ten years of experience in the
telecommunication sector, radioelectric spectrum monitoring, and
spectrum management. Skilled in public policies development to promote
bridging the digital divide in Colombia and digital economy
transformation.

analysis, processing and georeferenced data; design of web platform of

National Spectrum Agency (ANE), Bogotá D.C. COL
• Led development of a technical, economic and legal study to
modernize the satellite regime with the ICT Ministry of Colombia
in accordance with the new space technologies and the rural
connectivity needs (Resolution-).
• Developed a technical study to maximize radioelectric use,
facilitate access to new actors in the digital ecosystem and
promote connectivity in remote areas, in order to seek social
benefits and promote bridging the digital divide in Colombia and
digital economy transformation (document).
• Developed a technical study to analyze the implementation of
flexible spectrum access mechanisms in Colombia: spectrum
sharing, spectrum trading and leasing.
• Led development of a technical and economic study to update the
spectrum fees policy with the ICT Ministry (Resolution 2734-19).
• Designed the methodology and structure of the web system to
measure non-ionizing radiation in Colombia. Supported in the
issuance of recommendation ITU-T K.113 to generate
electromagnetic field maps.
• Supervised and made spectrum monitoring, analyzed and
processed measurements of radio interference detection, radio
direction finding and identification of illegal signals emissions.

Formulated, planned and executed the project on analysis and
assessment of non-ionizing electromagnetic radiation levels at
Bucaramanga city. Generated the first radiation map of a city in
Colombia, the teamwork measured more than six hundred points
using the system.
Led, formulated, planned and executed the applied research
project on location-based telecommunication service to measure
online the radioelectric spectrum. Developed a georeferencing
web platform to measure the radioelectric spectrum (fixed and
mobile), remote control of instruments, data transfer to the
central web server (database), analyze and process data, and online search previous measurement.
Formulated and planned a project on radioelectric spectrum
management of cellular mobile telephony as a
telecommunication service. The project objective was to
implement a web system to simulate radio propagation in cellular
network.
