The Department of Information and Communications Technology (DICT) Region 1 is the government’s lead agency in advancing digital transformation, connectivity, and innovation across the Ilocos Region, encompassing the provinces of Ilocos Norte, Ilocos Sur, La Union, and Pangasinan. Anchored on the national vision of building a digitally empowered and inclusive society, DICT Region 1 works to ensure that information and communications technology (ICT) becomes a catalyst for growth, efficiency, and equal opportunity in Northern Luzon.

At the heart of our mission is the drive to bridge the digital divide. We believe that access to ICT is not a privilege but a necessity in today’s rapidly evolving society. Through initiatives such as the Free Wi-Fi for All Program, community networks, and digital infrastructure projects, we strive to make reliable internet connectivity accessible even in far-flung and underserved areas. This effort is crucial in promoting inclusivity, ensuring that individuals and communities, regardless of location or status, can benefit from the opportunities brought by technology.

DICT Region 1 also champions digital capacity building and workforce readiness. Our digital literacy programs, skills training sessions, and capacity-building seminars equip individuals with the tools and knowledge they need to thrive in a tech-driven economy. We partner with academic institutions, private organizations, and local government units to offer training in areas such as coding, digital marketing, e-commerce, and cybersecurity. By doing so, we not only empower the youth but also support professionals and small businesses in adapting to the demands of the digital age.

We are equally committed to strengthening governance through ICT-enabled solutions. DICT Region 1 provides e-governance support to local government units, helping them digitize records, streamline processes, and deliver more efficient and transparent public services. By harnessing ICT, we help foster good governance and improve citizen engagement at the local level.

In addition, we prioritize cybersecurity and data privacy awareness, recognizing the growing importance of safety and trust in the digital landscape. Through workshops, advocacy campaigns, and partnerships, we promote responsible digital citizenship and ensure that individuals, organizations, and government offices understand the value of protecting information online.

Our office also plays an active role in nurturing innovation and entrepreneurship. By supporting innovation hubs, startup incubation, and industry collaborations, DICT Region 1 helps create an environment where creativity and problem-solving can flourish. We believe that local talent, when supported by the right resources and platforms, can generate solutions that address both regional and national challenges.
