2016 AGRICULTURAL SUBSIDIES
• Livestock subsidies are included in Article 4 of the mentioned decree.
• Payments to be made to aquaculture organizations are stated in Article 7.
• Subsidies for aquaculture are as follows.
1. Sea bream and sea bass supports will be discontinued.
2. Trout, Mussels and New Species will continue to be subsidized.
3. Our operation with closed circuit system is included in the scope of support.
4. Unlike last year, if an entrepreneur has more than one business in the same potential area or in the same region of a dam lake, all of these businesses will be considered as a single operation and the support will be done accordingly. The maximum amount that an enterprise can benefit is 500.000 kilograms per year. Up to 250,000 kg (including 250,000 kg) the amount will be paid as follows, and for the 250,001 - 500,000 kg portion, 50% of the subsidy payment will be made (Article 16).

DECLARATION ON AGRICULTURAL SUBSIDIES TO BE MADE IN 2016
Purpose and Scope
ARTICLE 1- (1) This declaration is aimed at promoting the environmentally liable agricultural production, encouraging alternative practices such as quarantine measures against diseases and harmful organisms that threatens crop production, supporting biological and biotechnical contention, raising efficiency and quality, ensuring the effectiveness of the applied policies and contributing in finding solutions for prior problems of industry. This declaration also refers to the main concerns and maintenance of sustainability with keeping the record of the issues related to agricultural support up to date, containing the provisions of the 2016 milk regulations for at least two years and research and development projects for at least five years.
Field based subsidies
ARTICLE 2- (1) Farmers who registered in the 2016 Farmer Registration System are paid for fuel and fertilizer subsidies on field basis.

(4) For the electricity that used on agricultural irrigation in provinces like Diyarbakır, Şanlıurfa, Mardin, Batman, Siirt, Şırnak in 2016, which falls within the scope of high loss electricity distribution companies, a regulation of measures to reduce the losses in the distribution system was issued on the Official Gazette on 31/12/2015 and numbered as 29579. The deficiency payment that subsidized for the consumed electricity will be blocked at the time of the plant production subsidy payment and then transferred to the distribution company with the consent of the farmer.
Subsidies for the deficiency payment by the Turkey Agriculture Basins Production and Subsidies Model
ARTICLE 3- (1) Decision on the Determination of the Agricultural basins in Turkey, which was constituted by the Council of Ministers on 26/06/2009 and numbered as 2009/15173, which subsidies to thirty agriculture basins mentioned in the list and pays the differences to the harvests produced and sold during the 2016 season. The subsidies are limited with the products mentioned in the list for each basin.
(2) The subsidy payments are made according to the yield values that determined by using agricultural data and satellite images for the products in 2016 such as; sunflower for oil, unginned cotton, soybean, canola, safflower, grain maize, wheat, barley, rye, oat, triticale, rice, dried beans, chickpeas, lentils and agricultural data for olive oil in the basins which are projected by the Turkey Agriculture Basins Production and Subsidies Model. The condition of subsidizing in the cottonseeds is that using the seeds that are produced and certified merely in Turkey.
(3) Besides the subsidy payment of the following products indicated below for the differences, In order to support the contractual producers that grow sunflower, aspirant, canola and soya bean in 2016, there is also an extra subsidy payments with the contracts as follows .

(4) In the parcels where cornfields that are planted in 2016 and using underground water or facing a water limitation are not avail of the subsidy payment for differences yet 50% additional subsidy is provided for the difference payment support for the mentioned fields that grow lentils and chickpeas.
(5) The producers who grow sunflower for oil, safflower, soybean, canola as an alternative product in 14 provinces (Adana, Afyonkarahisar ,Aksaray, Artvin, Ankara,Bursa,Gümüşhane, Iğdır, Kayseri , Nevşehir, Niğde ,Ordu, Sivas and Trabzon ) and on the sanitary cordon where potato wart disease is seen will paid additional 50% to their subsidy payment for the differences.
(6) The real and legal persons excluding the public institutions and organizations and those who register in the farmer registration system with the personal, product and land information that are located in the places mentioned in the attached list can benefit from the subsidies via applications within a legal period determined by the Provincial and District Directorates of the Ministry.
(7) The size of the land that is subjected to the subsidy payments cannot exceed the size of the land registered in the Farmers registration system. The farmers can not apply for the subsidy payment for the differences directly through the farmer registration system, except the location they are registered in registration system.
(8) The subsidy payment to the fresh tea producers is made through the tea licenses which are arranged and controlled by the General directorate of tea operations (ÇAYKUR) in the determined tea fields approved under the declaration of the Council of Ministers dated 2/4/2012 and numbered 2012/3067.
LIVESTOCK SUBSIDIES
ARTICLE 4- (1) Calf /young calf subsidies are, 350 TL for the calves that are 4-months and over with complete vaccinations and 500 TL for stud book subsidy. Also an additional 50 TL is paid to the calves with a complete progeny testing.

(2) Manufacturers who are members of one of the livestock organizations that mentioned in article 7 that sells their raw milk to the milk processing plants which are in the scope of the Regulation on the Registration and Approval Procedures of the Food Enterprises published in Official Gazette dated December 17, 2011 and numbered 28145. They are paid over periods and unit prices that determined by the Ministry for different varieties such as cow milk, buffalo milk, ewe and goat milk in accordance with food legislation, marketed by producer organizations. Also additional payment is made to the quality standard for breeding purposes. Those who do not register their contract to the milk registration system in accordance with the provisions of the Regulation on the Purchase and Sale of Raw milk under Contract which published in the Official Gazette dated 16/4/2015 numbered as 29328 from cannot benefit from the subsidies for raw milk. Manufacturers that sell raw milk via producers’ organizations to the Directorate General of Meat and Milk Board or made a contract to turn their raw milk to milk powder with this institution can benefit from the subsidies for raw milk. Subsidies for the implementation of milk regulation are implemented for two years beginning from 2016.
(3) A subsidiary payment of 200 TL is paid per animal up to 1-300 cattle for contractual breeders who use legal slaughterhouses those which registered in the Ministry's registration systems, and those born in the country and whose breeding period has been completed, including cattle and buffalo.
(4) Within the scope of the shepherd subsidy application, 5.000 TL is paid to the enterprises those with 250 rootstock sheep and goat existence.
(5) Those who breed sheep-goat and also a member of any breeders associations with their animals registered to the ministry registration systems, 25TL is paid per rootstock animal.
(6) In order to promote the production of mohair manufacturing and increase mohair production, 22 TL / kg is paid to the mohair producers, those who sell their mohair and to the Mohair and Wool Sale Cooperatives Association (Tiftikbirlik), cooperatives affiliated to Tiftikbirlik or Sheep goat breeders' Associations.
(7) The following amounts below are paid to the growers who sell wet silkworm cocoons that they produce, per box to the Cocoon Agricultural Sales Cooperative Association (Kozabirlik) which provides free seed in silkworm breeding.

(8) The following amounts are paid to the producers who are beekeepers and members of the Producer associations that organized at the level of the central association stated in the 7th article, providing that they are registered with the Ministry registration systems.

(9) Subsidies for feed crops;
a)The following quantities shall be paid to those who registered in the farmer registration system per decare on the basis of the determined supporting unit prices, provided that they harvest the crop as follows; first year of production for artificial pasture, 4 years for alfalfa, 3 years for trefoil and for the producers who plant forage crops in order to produce roughage on the farm.
b) The producers who engages in the production of feed crops for supporting forage plants in the year 2016 as an alternative product in 14 provinces (Adana, Afyonkarahisar ,Aksaray, Artvin, Ankara,Bursa,Gümüşhane, Iğdır, Kayseri , Nevşehir, Niğde ,Ordu, Sivas and Trabzon ) and the sanitary cordon where potato wart disease is seen are paid additional 50% to their subsidy payment for the differences.
c) In the parcels where feed crops like vetch, hornet vetch, bitter vetch and grasspea is planted in 2016 with using underground water or facing a water limitation, an additional 50% subsidy is provided for the difference payment support on the mentioned parcels.

(11) The animal diseases indemnity, which is under the scope of Veterinary Services, Plant Health, Food and Feed Law dated- and numbered 5996 is determined by the local appraisal commissions that established by in the provinces and counties and paid to the owners of the animals

(13) The following amounts are paid to the businesses that are free from diseases with health certificate including the enterprises of dairy cattle breeders except male breeds over six years old or brood bulls. Payment amounts per unit of cattle shall be applied by paying the full amount up to 500 animals and up to 50% for 501 animals and over. Enterprises already benefiting from this subsidy won’t receive the payments mentioned in the first paragraph except for pedigree support and progeny testing In addition, for all businesses that own Approved Milk Farm Certificate that breeds free-from-disease cattle, an additional subsidy is paid per animal as follows.

(16) Those that practice aquaculture, providing the condition that they are registered in the aquaculture registration system are going to be paid as per the following amounts per kilogram. If there are more than one aquaculture practices belonging to single real or legal entity within the same area, dam or separated reservoir in the seas that appointed by Ministry, these enterprises shall be considered as a single establishment and payment is made accordingly. The maximum amount that an enterprise can benefit is 500.000 kilograms per year. Up to 250,000 kg (including 250,000 kg) the amount will be paid as follows, and for the 250,001 - 500,000 kg portion; 50% of the subsidy payment will be made. In order to benefit at maximum level from the available water resources in our country, the following amounts are paid to those who use sealed systems in order to breed different fish species in the places where water is limited.

(17) In order to protect the aquaculture resources, maintain the sustainability of fishery operations and reduce fishing pressure on stocks; The Fishing vessel Subsidy provides the following amounts to be paid in accordance with the ship's length and size of the ship for the fishing vessels that are ten meters and longer with a fishery license certificate. The Ministry is authorized for all kinds of vessels which are evicted from fishery by benefiting from this subsidy.

(18) In order to protect and develop on-site animal genetic sources, the farmers within the scope of the project implemented by the Ministry shall credit the following amounts per animal in bovine and ovine and per beehive in beekeeping. (19) In accordance with the second paragraph of Article 5th of the Main Statute of the Directorate General of Meat and Milk Board which was published in the Official Gazette dated 25/9/2014 and numbered 29130, additional subsidies up to- TL will be credited under the agricultural support budget of 2016 as the "Support for intervention purchases" in order to refund the purchases made for market intervention to the General Directorate of Livestock.

ARTICLE 5- (1)
In the fields contaminated and the sanitary cordons that generated where the potato wart disease is seen, farmers who are included in the farmer registration system are paid 110 TL per decare in case of quarantine and fallowing as an alternative measure in those fields and cordons. Subsidy payment is paid once every 3 years for the same field. Payments covering 3 years are made in 2016. Farmers who grow or fallow crops alternative to potato or plants from the solanaceae subgroup such as tuber plants, seedlings, saplings for consumption in the sanitary cordons will benefit from subsidies.
Other agricultural subsidies
ARTICLE 6- (1) In the framework of the sustainability principle, the vegetable production activity according to the use of technology and environmental protection priorities, in some species where the use of certified seeds is insufficient; the farmers who obtain the Domestic certified seed use and support for the use of certified saplings / strawberry seedlings or standard seedlings and registered to the Ministry's registration systems can benefit from the subsidies for the crops in 2016 stated as below.
(2) Farmers who register to the farmer registration system and use certificated fruit sapling varieties are paid supplementary subsidy to the following amount in addition to the subsidy they receive.
(3) Farmers who use certificated fruit sapling varieties in 14 provinces(Adana,Afyonkarahisar,Aksaray, Artvin, Ankara,Bursa,Gümüşhane, Iğdır, Kayseri ,Nevşehir, Niğde ,Ordu, Sivas and Trabzon ) and on the sanitary cordon where potato wart disease is seen , will be paid the following subsidy amounts.
(4) Within the scope of the support for the rehabilitation of traditional olive gardens, farmers who register in the Farmer Registration system will be paid the following amount per decare as a subsidy.

(7) In order to ensure the dissemination and sustainability of the Farm Accounting Data Network system, Subsidy in the amount of 425 TL per business will be paid for 6,000 managements to be included among the selected enterprises in 81 provinces as an example on the basis of the procedures and principles to be determined by the Ministry.
(8) 20.000 TL agricultural publication and consultancy support for the maximum of two agriculture consultants employed by the Ministry of Agriculture in order to provide agricultural publishing and consultancy services to agricultural chambers and producers organizations authorized by the Ministry for the purpose of obtaining a pluralistic, effective and efficient structure of the agricultural publication and consultancy system of the country. It is paid in equal two tiers depending on the 12-month service. The agriculture counselors and organizations that can provide agricultural counseling services within the scope of support, agricultural publishing and counseling services, support payment criteria, institutions to be paid for support, application of supervision and punishment, withdrawal of support and unauthorized support and other matters will be determined by the Ministry.
(9) In order to develop information and technologies related prior issues determined by the Ministry in the agricultural sector and to convey them to farmers and agricultural industries; subsidies for research and development (R & D) projects approved by the Ministry in- is made.
Deduction Rates
ARTICLE 7- (1) In the subsidy payments to the breeder organizations in condition of being a member, to the Breeding associations established according to Law No. 5996 or Producer Associations established in accordance with the Agricultural Producer Association Act No: 5200 dated 29/06/2004 or according to the Cooperatives Law No. 1163 dated 24/4/1969. For the cooperative members; the following services are deducted from the subsidy they deserve under the name of "Strengthening Farmers' Organizations" at the following rates. The remaining amount is paid to the farmers' account. The rates that are not specified in the table are determined by the Ministry.

Finance and Disbursements
ARTICLE 8- (1) The necessary financial support for the fuel and fertilizer support in the first paragraph of Article 2 and the organic farming in the second juncture and the good agricultural support payments in the third juncture are covered from the 2017 agricultural subsidy budget.
(2) The discrepancy payment support in the Article 3 is paid from the 2017 budget. Grain and pulses support payments will start in the year if funding from the year 2016 budget.
(3) The service commission is paid separately to ÇAYKUR at the rate of 0.1% of the amount of subsidy paid to the producers due to the services they are interested in regarding the tea discrepancy payment at the Article 3.
(4) The payment of the calf / young calf subsidy provided in the first paragraph of Article 4 shall be met from the 2017 budget. The payment will start in 2016 if budgetary facilities in 2016 are eligible.
(5) The necessary funds for the payments to be made in accordance with the fourth, sixth, seventh, eleventh, twelfth, and thirteenth, fourteenth and eighteenth paragraphs of the Article 4 shall be from the funds allocated for animal husbandry support in the Ministry's budget for the year 2016, from the appropriation to be allocated for animal husbandry subsidy on the budget.
(6) The support to be applied in the areas where potato warts in the Article 5 that are located on fields and the sanitary cordon will be paid from the year 2016 budget.
(7) Within the scope of the domestic certified seed usage support in the 6th article, the subsidy payments for the year 2016 will be paid from the Ministry's agricultural support budget of 2016. Domestic certified / standard seedling support in the fields and on the sanitary cordon where potato wart disease is seen and, support payments of certified / standard seedlings, additional support to virgin saplings and supplementary support for industrial varieties of the year 2016, support for rehabilitation of traditional olive gardens, Internally certified seedling production support and domestic certified seed support .The funding for the subsidy payments of the 2016 production will be met from the 2017 budget for agricultural endorsement.
(8) The Farm Accounting Data Network System; which is included in the seventh paragraph of Article 6, is supported by the participation subsidy and AR-GE projects in the ninth paragraph and paid from the 2016 budget.
(9) Payments for subsidies for agricultural publication and counseling services in the eighth paragraph of Article 6 and the payments for the support of biologic and biotechnical combat in the fifteenth paragraph of Article 4 shall be paid on the year 2016 budget. Since the support payments that cannot be made due to resource failure and the biological and biotechnical combat practices in greenhouse plant production proceed throughout the year, the remaining subsidy payments will be made from the next year's budget.
(10) The purchases made by the General Directorate of Meat and Dairy Institution stated in the ninth paragraph of the 4th article for the purpose of market intervention in order to pay the fees by the General Directorate of Livestock, additional fund up to- TL is given to the agriculture subsidy budget of 2016 under the name of "intervention buying subsidy".
(11) Ministry is authorized to specify and change the documents required according to the characteristics of the products which are essential for payment, to assign the deadlines for application of the difference subsidy deferment, to implement other regulations about the execution of this decision on payment basis and to determine the application principles along with The General Directorate of Ziraat Bankası A.Ş. and other public institutions or organizations with unions and cooperatives.
(12) Subsidy payments will be performed through the following tasks and transactions to be performed by the related units on the payment basis in the electronic environment and sent to the General Directorate of T C. Ziraat Bankası A.Ş. after the transfer of the necessary funds to the Bank by the Ministry.
(13) For subsidy payments, the financial requirements are met by allocating the budget from the relevant expenditure item. Regarding the implementation of this decision, 0.2% of the amount of the commission is paid separately due to its services to the general directorate of the General Directorate of T C. (14) The agricultural subsidy payments made within the scope of this decision will not be foreclosed / executed or granted before being transferred to the beneficiary’s account from the public source.
Those who cannot benefit from the subsidiaries
ARTICLE 9-(1) Public institution and organizations cannot benefit from the subsidies under this declaration except for R-D project support mentioned in the ninth paragraph of the 6th article.
Surveillance, withdrawal from unjust payments and deprivation of rights
ARTICLE 10-(1) The Ministry is authorized to take measures to provide supervision of subsidy payments. When necessary, the services of other public institutions and organizations, cooperatives, agricultural quarters and associations shall be utilized in the tasks to be carried out for this purpose.
(2) The relevant units determined in the Implementation Notice will be responsible for the control of the documents submitted to the Principals and for the documents they prepare. Criminal, juridical and administrative proceedings shall be carried out on those who do not fulfill this obligation and cause to pay unfairly and those who regulate and use fraudulent or untrue documents in order to benefit unfairly from subsidies.
(3) The unjust subsidy payments are withdrawn from the date of payment according to the provisions of the Law taken together with the statutory interest calculated by the rates of default accrual specified in the 51st of the Law on the Collection Procedure of Public Receivables dated 21/7/1953 and numbered 6183. Real and legal entities that provide payment in the event of unjust pay and which issue documents that are jointly held responsible for collecting the amounts to be withdrawn.
(4) Producers who had an unjustified benefit and who have not reverted overpayments made through administrative mistake cannot benefit from any subsidy program for five years except for the payment of subsidies determined by this decision, except payment of animal diseases and documents regulated with an administrative mistakes which those paid according to Law No. 5996.
Principles and procedures for implementation
ARTICLE 11-(1) The procedures and principles regarding the implementation of this decision shall be determined by the disclosures to be issued by the Ministry.
Validity
ARTICLE 12-(1) This decision shall enter into force on the date of its publication, effective from 1/1/2016.
Implementation
ARTICLE 13-(1) This decision is executed by the Minister of Food, Agriculture and Livestock.
