Professional Summary
12+ years of Humanitarian program development experience, with UN Agencies
with UNICEF and UNHCR and with international humanitarian agencies NRC,
and HIA, for the last 12 years with extensive Humanitarian Program development
and management experience in various responses including IDP refugee and HC
programs, from relief, recovery, and durable solution response such as
peacebuilding, Wash, Livelihood, Health, Shelter, CBI, EiE, and protection
programs.
In Ethiopia, I have led a humanitarian and development program in the most
challenging Humanitarian response in West Guji, Borena, Gedeo, Konso, South
Omo, Dolo Ado, Gambella, Afar, and Tigray. With this response, I have improved
program design, coordination, partnership management, quality assurance, local
government capacity building, and interagency coordination platforms.
I have the technical skills to coordinate with key UN and humanitarian Cluster
Systems Ministers and embassies, represent high-level donor missions, prepare
quality humanitarian situation reports, and frequently map needs, partners'
presence, ongoing response, and uncovered needs.
In West Guji and Gedo Response, I have coordinated sub-national clusters such as
the Education in Emergency and Cash Working Group (CWG). In my cluster
leadership at West Guji, I established and strengthened effective coordination
mechanisms, I effectively worked with OCHA, the regional, zonal, and woreda
level authorities, UN agencies, and NGOs, I supported clusters in resource cluster
strategy development, advocacy, and resource allocation, and improved
humanitarian response through integration.
I led the UNICEF social policy program through humanitarian response in Afar
and coordinated the Afar Cash Working Group (CWG). I effectively led the
coordination, sharing cluster reports with OCHA and representing the cluster at the
national-level Inter-Agency coordination meeting. I have developed the 2023 Afar
Regional Cash Working Group strategic implementation guiding document, which
was submitted and endorsed by the national cash working group.
I have experience mobilizing resources and advocating for the needs of vulnerable
people, including children, women, and other minority groups, to UN higher
delegates and international communities.
I worked as a Field Associate with UNHCR in the Humanitarian program in the
Afar region, providing technical guidance and support to the program, in the
Refugee Camp and IDP response. I have been leading sectoral coordination
and strengthening PSEA and SGBV working groups at the camp and IDP
levels.

I am writing this letter to formally acknowledge the excellent work performed by Assema Girma
Daniel as a Humanitarian Cash Transfer Consultant with UNICEF Ethiopia. Assema worked
with UNICEF in the Afar Regional Office from 22nd August 2022 to 21st February 2023.
Assema demonstrated very strong technical knowledge and practical experience in delivering
cash transfer programming in a complex and difficult environment. He was able to proactively
drive the program in close collaboration with our government counterparts. He led the full
process from design to delivery – identifying implementation areas, developing
targeting/selection criteria and approaches, establishing efficient and transparent cash transfer
delivery modalities, and ensuring robust data collection and monitoring. Assema was also the
Co-Lead for the Afar Cash Working Group, ensuring strong coordination, and providing
technical support for the development of Multi-Purpose Cash Guidance for the Region.
Overall, Assema was a highly dedicated and professional member of our team and was able to
deliver timely results of high quality. Assema also upheld the core values of UNICEF and was
respectful and sensitive to the needs of other team members, and the clients we support in the
community.
