PROFESSIONAL EXPERIENCE
ReactiveCore – New York, NY
DATA LEAD AND ONTOLOGIST | 2018 (MAY – AUG)
Charged with developing ontologies to meet client data consolidation and integration needs for use within a cloud-based
platform. Expert in Web Ontology Language (OWL) and eXtensible Markup Language (XML) with a solid data modeling and
Unified Markup Language (UML) foundation.
Communications-Electronics Research, Development & Engineering Center (CERDEC), Software Engineering
Directorate (SED) – Aberdeen Proving Ground, MD
COMPUTER SCIENTIST | TECHNICAL REVIEWER | ONTOLOGIST, 2007 to 2018
Act in multifaceted roles to ensure data/information structures and technologies align with strategic military goals and
directives. Consult with multiple military and federal government stakeholders and liaise with vendors to achieve project
objectives. Review numerous internally and externally proposed domain vocabularies, architectures, information exchange
specifications, data/information models, and documents. Assess military studies on semantics and data quality as ontology
subject matter expert (SME). Compile assessment, status, and performance reports.
Key Project & Technical Leadership Initiatives:
Office of the Army Chief Information Officer (CIO)/G6, Army Architecture, Operations, Networks, and Space (AONS)
Directorate (’17 to ’18): Data Lead position interfaced with the Army’s Chief Data Officer (CDO) on executing the Army
Data Strategy to consolidate heterogeneous data sources and improve semantic interoperability across disparate
information producers and consumers.
Office of Business Transformation (’17 to ‘18): Data Lead on developing enterprise-level logical data models for the
Army’s Business Mission Area (BMA) and for providing data modeling guidance.
Command Post CE (’16 to ‘18): Data Lead on developing a data model in support of the Program Manager for Mission
Command.
Testing & Evaluation (’15 – ‘17): Technical Lead on developing Department of Defense Architecture Framework
(DoDAF)-compliant capability and information models to support Army testing and evaluation organizations.

DA-G6 Tiger Team (’15): Primary author of a guidance document for improving semantic interoperability across the
Army and beyond.
Sensor-CE (’13 to ‘15) – Developed requirements conformant to Army and Department of Defense (DoD) policies
and architectures. Developed a Sensor domain ontology.
Condition-Based Maintenance Plus (CBM+) Project (’11 to ’13) – Created a CBM ontology which serves as a critical
enabler for improving CBM information-sharing in order to support enhanced maintenance efficiency in the logistics
readiness arena.
Universal Core (UCore) / Command & Control Core (C2 Core) Army Data Management & Policy (ADMP) Project (‘10
to ‘11) – Proposed a taxonomy consistent with Aristotelian principles while collaborating with a broad range of project
resources/teams on technical compliance and on policy guidelines. Formulated a process model to facilitate change
requests.
Army Command & Control (C2) Core Data Sharing Pilot Project (‘08 – ‘11): Honored with a CERDEC SED award for
leveraging ontology and RDF / Web Ontology Language (OWL) semantic models for accurate domain semantics and
various XML technologies to produce precise message exchanges between U.S. and Joint / Coalition forces. Served
as the Army representative for the Command & Control (C2) Core Working Group.
Universal Core Semantic Conformance Testing Project (‘09): Established qualitative and quantitative criteria that
defined strict, ontologically sound principles for building RDF / OWL semantic models and designed in accordance
with Army Net Centric Data Strategy (ANCDS) CoE top-down / bottom-up ontology development methodologies.
UCore & Universal Core – Semantic Layer (UCore-SL) Implementation Guidance Wikis Project (‘09 – ‘11): Created
a series of wikis designed to socialize the ANCDS CoE UCore-related initiative, particularly around UCore-SL efforts.
Earned CERDEC SED award for Wiki-of-the-Month in June ‘09.
Army Health Promotion / Risk Reduction (HP/RR) Data Modeling Project (‘07 – ‘09): Defined and developed logical
and physical data models in Unified Modeling Language (UML) for use by Center for Health Promotion and
Preventative Medicine (CHPPM) for HP/RR statistical analysis. Created XML schemas to validate Web service
message payloads for CHPPM data exchanges.
