ICT PROJECT MANAGER, NSW Department of Planning February 2010 – February 2011 Project managed the ICT component ($1.9m) of the “Electronic Housing Code”, a NSW Department of Planning project to deliver an end-to-end web based service for Complying Development Applications. This system brings together 3 NSW State Departments, 12 Councils, 9 Certifying Organisations, 4 Software Vendors and the NSW Housing Code to deliver a service that guides applicants through the investigation, lodgment and assessment process. Andrew conducted Business Process Mapping workshops at 12 councils before working with Planners and technical specialists to design and document the requirements of the system. The system was built on a Siebel and .NET based SaaS platform. TEST MANAGER / BUSINESS ANALYST, Just One Place April 2009 - February 2010 Managed the Testing for ‘Just One Place’ a web based Product Life Cycle Management application for the manufacturing industry. Centre Analysis Maps (GIS) An interactive graphical system that produced maps of Shopping Centre Floorplans with each shop colour and pattern coded according to the required financial characteristics. Worked closely with the relevant divisions and produced prototypes using CAD to determine full requirements. Selected GIS technology and suppliers. Presented proposed system to Executive Directors and Senior Management for approval. Contracted suppliers and individuals for data input and system build and roll out. Managed maintenance and training for first few months then handed over day to day responsibilities to IT Operational staff. Upgraded system every 3-5 years to meet new requirements. Enterprise Risk Management Global Risk Management System - hosted and maintained in Sydney. Consulted to the Enterprise Risk Manager from requirements gathering through to system selection, business case and pilot system implementation. Digital Archive Digital Document Archive of scanned records for different divisions across the group using a common business and technical architecture. Developed the business case for this facility based on the Business Continuity Planning requirements of the divisions. Created a corporate taxonomy for the indexing of Digital Archive Documents to enable enterprise wide searches through accurate standardized meta-data across all departmental archives. Supervised the definition, setup and population of many divisional archives. Public wi-fi Internet Access Free internet access for shoppers in the Doncaster Shopping Centre Selected the technology and supplier, negotiated the business model and brought all the related parties together to provide this new service to Westfield shoppers. Leasing System Replacement Technology Selection The Westfield Leasing system is a workflow system that manages creation of all shop leases from initial prospecting through legal execution to renewal. Worked with IT and Leasing to determine the class of system required and then led a formal process (research, analysis, interviews, scripted demonstrations, scoring and presentations) to select a preferred Business Process Management Suite. IT Project Prioritisation Worked closely with the Director of IT and all IT project managers to build and populate a framework that allowed the Chief Operating Officer and all Divisional Directors to accurately assess and prioritise the major IT projects. Promoted the mapping of each project to core corporate business drivers to help mitigate divisional parochialism. Progressively developed an MS Access database to gather the input from all IT project managers and publish the resulting reports. Global Financial Consolidation Feasibility Worked with a global team of internal staff and external consultants in Sydney, Los Angeles and London to validate the use of a single instance of JDE Financials to support Global Financial Consolidation. Identified and documented Corporate Finance Global Financial Consolidation strategies and requirements. Mapped current and proposed process flows showing the interaction of key participants, inputs and deliverables together with time and effort metrics. Human Resources Information System Gap Analysis Used a benefits driven approach based on corporate and HR division goals to agree and document key requirements. The extent to which the JDE HRIS (Workforce Management Suite) met these requirements was then determined through a series of presentations and workshops with JDE and HR managers Although the project was complicated by parochial interests the in-appropriateness of implementing the JDE HRIS was determined in a clear, structured and objective process. First Corporate Web Site and Intranet Identified the benefits, wrote the business cases and project managed the implementation of the first corporate Web Site and Intranet. These operated on a largely self service model, where individual business units published their own information through a standard template based system. Editing and publishing was controlled by a rigorous workflow system. Andrew joined the Architecture Division of the company and managed projects that included, a senior citizens centre, a small regional airport and re-development guidelines. Andrew moved to the Engineering side of the business and directed all CAD and drafting staff in the Temecula office .
