Orchestrated various assignments via contract with The American Medical Association (AMA), the
proprietor of the CPT coding system, which is used by doctors and insurance companies to negotiate
and report charges for patients. Perform requirements gathering and analysis, estimate time required

enhancements, as well as project planning. Design and upgrade web application and deployment
process to improve usability, support, and maintainability of front-end code. Lead XML and JSON data

users to search, browse, annotate, and track SEC rules, regulations, and all SEC Filings since 1995.

Created custom Bootstrap and jQuery UI components, such as dialogs, modals, drop-downs,
search bars, and calendars to adhere to complex Axure UI spec based on client requirements.

Created complex XSLT renderer to convert 4000 poorly coded XML documents to valid HTML
for display inside application so all legacy data could be available to users.
XML Developer, United States Government (NIH)
2006 to 2012
Led strategic efforts for PubMed Central (PMC) by ingesting thousands of full-text journal articles in
XML format, converting to archival XML, and publishing to the public facing website. Downloaded,
gathered, and populated heuristics to SQL database for 14 million graphics, resulting in images to be
linked to specific topics with high accuracy with the added bonus of improving global sizing
algorithms. Designed system to identify semantic meaning and equality of specific XML elements
across backward incompatible versions of JATS data.

Oversaw the development of 16,000 Full-Text XML Scientific Journal Articles in 30+ DTDs
converted to the NLM Journal Publishing Tag Set using XSLT. Successfully performed the
requirement and made cutting edge research publicly available for search and download.

Participated in data modelling discussions and design of the JATS Tag Suite
https://jats.nlm.nih.gov/; improved efficiency by reconstructing official data submission
guidelines to modernize and clarify requirements for public data submitters.

Created workflow tools in Javascript and PERL to simplify XML ingest workflows and
