1.Introduction
This report is on critical analysis of the provided case study, and this report is also discussing the QRP plan to evaluate various factors of the business. The case study is analyzed to discuss industry type, characteristics, needs, challenges, etc. The possible opportunities, constraints are also discussed to evaluate every factor of the industry. The quality, risk, and procurement plan are also discussed to understand the potential impact of these three factors on the project. A QRP management plan is also presented in detail to describe the characteristics of three-factor of QRP in the transport industry. The QRP management plan is compared with the business case, objectives of the project. A best practice model of CMMI is also discussed to control the key factors and to ensure the successful delivery of the business plan. A QRP plan is the utmost essential plan for a business, and the factors of this plan are related to every industry.
2. Case Project identification and assessment
Case study analysis
The industry of the provided case study belongs to the transport industry. The objectives of this organization are to establish a freight rail link between the major cities of the country. This project is based on land protection for the future freight rail link between two city Port Botany and Parkland city. The characteristics of the industry are beneficial to establish a freight rail link between different cities. The freight industry is worth $66 billion to the economy of that country, and it also provides essential service to different businesses and communities across NSW (Transport. 2020). The backbone of the NSW economy is the freight, and it also has the ability to make the connection between important cities of the country through freight rail link. The Freight line of Western Sydney will be a dedicated freight connection of rail line between Port Botany and western Parkland City. The main objective of this industry is to reduce the congestion on local roads. The organization will create an opportunity to transport the required goods by rail across the whole grater Sydney. This connection will link all distribution centers, growing industrial areas, and the intermodal terminal site located in Mamre Road Precinct (Transport. 2020). It will also create opportunities for Main West Rail Line to add more services for passengers over time. This project's need is very high because the quality goods are not transporting in huge numbers due to less connection between the cities, and this project is required to establish the freight rail link between Port Botany and Western Sydney to make the transportation of goods more flexible across the region. Another need for this project is to reduce the congestion on the local roads and allow more passengers to get service in the Main West Rail line.
The project's risks can be the shortage of land, and the landowner may not agree to give the land to establish the rail link. The uncertainties may be the cost and duration of the project and how this project can be implemented. The industry can take a long time to implement this project, and that can create uncertainties in the services of goods through the freight rail link. The key stakeholder of this project is the landowner, senior management of the organization, the workers, and the different other government agencies which are investing in establishing the freight rail link. The benefit or the opportunities for his project is very high. The country will get future transport links, the local industries and communities will be benefited from the western Sydney Freight Line. More than 80% of containers will get their destination in parkland city. The growth of road congestion in the city can be reduced through the western Sydney freight rail link. This project is providing a rail connection to serve employment lands across the city of western parkland.
Discussion on QRP and its potential impact
QRP stands for Quality, Risk, and Procurement. QRP management is the process by which the taken efforts of a project can be managed to execute the project successfully (Coursehero. 2020).
Quality Management
Quality management is the process of managing all activities and tasks that need to be accomplished to maintain the measurement of excellence (BARONE. 2020). This management determines a policy to create and implement the improvement planning of quality. Quality management is mandatory for a project to achieve long-term deliverables by implementing short-term deliverables (Pambreni et al., 2019). The quality management of a project manages the project quality through the consideration of project deliverables. In this project, the quality management has chosen land to establish the freight rail link between Port Botany and Western Parkland City. In today's world, the transportation medium is crucial to do business. The quality management plan is looking to establish a rail link to make transportation more flexible between the cities. The requirement of the industries, the customer, are considered to establish a rail connection. It will also provide transport services to all the industries to do business more efficiently.
Risk Management
Risk management is an integrated approach for a project, and that needs to be considered at the time of project creation (Moodlemonkey. 2020). Risks are the part of the project planning, and it comes from the thought of failure at the time of project creation and project implementation. Risk management helps to prevent the future failures of a project by implement some creative strategies. In this project, risk management has taken a preventive strategy to deal with the situation in the western Sydney Freight line project. The risk management process helps to find and analyze the upcoming risks of the project to resolve those through project development. The risk of land shortage for link establishment is identified by the risk management and has started to resolve those risks by implementing some effective strategies for the landowners. Risk management has also resolved the issues of congestion in the road of transportation. Risk management helps to reduce the vulnerabilities of project development through different approaches.
Procurement Management
Procurement Management is the process of identifying and accept different terms for acquiring goods or services from outside sources (Rane et al., 2019). This management has involvement with decision-making in terms of required commodity purchase to execute the project successfully. Procurement management collaborates with different external sources to sign contracts with them to fulfill the requirement of the project (Al-Zubaidi, 2019). In this project, procurement management has a practical impact on fulfilling the project's needs to establish the freight rail link between the two cities. The authority of Western Sydney is collaborating with different government agencies to establish the rail link by using procurement management (Transport. 2020). Different technology is applied by the authority to meet the requirement to make the transportation system more flexible.
3. QRP Management plan
3.1. Comparison with regards to QRP management plan
QRP management is used for the successful execution of the project, and the three factors Quality, Risk, and Procurement are always involved with the project creation and implementation. This project has a good connection with the QRP management plan, and this plan is well executed with the business case, challenges, objectives, and requirements of the project. The project objectives are meeting the principles of the QRP management plan. The comparison of the three-factor of the QRP plan is discussed with the project objectives and requirements below.
Quality management is the process of managing the activities to maintain the excellence of the project. It plans to improve the quality of the project, and it also helps to achieve long-term deliverables through the implementation of short-term deliverables. The quality management of this project has managed the tasks of linking Port Botany and Western Parkland City through the Western Sydney Freight Line. The Western Sydney Freight Line has implemented different strategies to create future transport links for the country. Risk management is part of project planning, and it helps to identify the failures and prevent them through some strategies. Risk management helps to deal with risk situations through the prevention step. The risks need to be analyzed by the risk management to deal with those uncertain risks. In this project, risk management has analyzed land risks to establish a rail link between two cities. The risk management of the Western Sydney freight line has implemented some strategies to reduce the congestion in the road and resolve the risks of transportation. Procurement management is the process of identifying and accept the terms of acquiring services, and it helps to do different analyses on purchasing different commodities to execute the project successfully. This management refers to collaborate with different external sources to fulfill the requirement. In this project, NSW transport is doing planning with other government agencies and stakeholders to establish the rail link between Port Botany and Parkland city (transport. 2020). The procure management of this project is creating access to the western Sydney intermodal terminal to establish the future transport link between the two cities. The objectives, challenges, constraints of this project are related to the planning of QRP management planning for the successful execution of the project.
3.2. Application CMMI Model
In this project, the CMMI model is described to discuss the critical success factors and the control to ensure the project's successful execution. CMMI stands for Capability Maturity Model Integration, and it is a behavioral model that helps to improve the process of an organization and encourage efficient behaviors, productivity to decrease the risks in service and product development (Saeed et al., 2017). This model starts with an appraisal process to evaluate three areas of a project, which are service and process development, service and product acquisition, service management, and establishment (Liang et al., 2019). It helps to improve the performance of a project through developing the benchmarks, and it also creates a structure to encourage the productivity of the project (Patón-Romero et al., 2019). This project has used the appraisal of the CMMI model to ensure the successful delivery of the project, and the Western Sydney Freight Line is implementing the behaviors of the CMMI model to successfully implement the rail link between Port Botany and Parkland City. The critical success factors of the CMMI model are the process of improvement, efficient culture, productivity encouragement, and these are followed by the project to establish the future transport link between two cities. This project can use the five maturity levels of this model to improve the execution of the project regularly. The levels are initial, managed, defined, quantitatively managed, and optimizing. These levels are used by the CMMI model to respond against the changes of the project. The appraisal of the CMMI model will help to control the management processes of the project and deal with the rail link between two cities effectively. This model will help to reduce deficiencies of the project, and it also builds a strong relationship with the stakeholders of the project to avoid uncertain risks. The CMMI model will help to meet the needs of the industries, and it also helps to create a reliable environment to create future transportation links with the help of the Western Sydney Freight Line. The appraisal of the CMMI model will help to implement the project successfully through proper control and strong management.
4. Conclusion
This report is based on QRP planning or quality, risk, and Procurement planning to establish the connection between QRP and the project of the provided case study. QRP is used to implement the project successfully. The objectives and needs of the project are to establish a freight rail line link between two cities named Port Botany and Parkland City. This report has described the objectives, challenges, opportunities, needs of the project to establish the connection with the QRP management plan. It is clear from the comparison that this project has been linked with the concept of the QRP plan. This project has also described the impact of QRP on the project plan of establishing future transportation links. The business case, objectives, challenges of the case study are described with the QRP plan to ensure the effectiveness of QRP. The best practice model of CMMI is described to identify the success factor to establish the rail link, and this model has also stated that it ensures the successful delivery of the project. It can be concluded from the study that the impact of QRP helps to implement the project successfully.
