SUBJECT: Draft Department Order with the Subject – Inclusion of the
Bureau of Maintenance for Provision of Evaluation and Comments
in the Final Recommendation of Road Re-classification/Conversion
As stated in the Memorandum dated 12 September 2011, signed by DPWH Secretary Rogelio L. Singson, recommendation for road re-classification/conversion (by administration) shall be given by the Statistics Division (SD) through preliminary validation using Inventory Sheet (Attachment 1) and Evaluation Sheet (Attachment 2) with reference to the Road and Bridge Information Application (RBIA).
Notice in the attached Table showing length of roads per surface type per region for CY 2014 and 2015, funded 2016 and 2017, regions VI, IX, X, XII, NIR and CAR have an increasing length of earth roads, with an overall length raise of 32.704 km. This contradicts with the Department’s pursuit of an all-paved national road surface by 2014.
Moreover, the issue stated above clearly affects the overall budget for maintenance since continuous raise in earth road length after road conversion will have no effect in the computation of Equivalent Maintenance Kilometrage (EMK), which is the basis in the release of the maintenance budget.
In this regard, we are hereby forwarding the attached above-captioned subject for your perusal and appropriate action.

CONVERSION
In order to fully maximize the use of overall budget allocated for road maintenance, final recommendation on the request for road re-classification/conversion shall include evaluation and comments from the Bureau of Maintenance (BOM), supplementary to the preliminary validation prepared by the Planning Service (PS).
The preliminary evaluation conducted by Statistics Division, SD-PS, if the road is meritorious for re-classification/conversion, shall require the full submission of the following:
1. Resolution from the City/Municipal/Provincial Board favorably endorsing the proposed conversion/classification;
2. Proof of acquisition of the required road right-of-way RROW (Deeds of Donation/Sale duly notarized, indicating the lot number, OCT/TCT numbers, area acquired including technical description, sketches and Real Property Tax Declaration Number) and/or Certifications from the concerned Provincial Registry of Deeds and DENR – to assure the Department will have no counterpart expenses on any claims for the payment of RROW cost that may arise therefrom (absolute requirement);
3. Evaluation Report with recommendation;
4. Road and Bridge Information Application (RBIA) Road Inventory Form (Update Sheet) duly accomplished and signed by the District Engineer and Regional Director;
5. Certificate from the District Engineer concerned attesting the requested road for conversion is within the Department’s standards: of at least gravel surfacing in maintainable condition with a minimum carriageway width of 6.0m; and
6. Pictures showing the present condition of the requested road for at least 400-meter interval or as necessary.
In addition, Road Condition Monitoring and Evaluation Division (RCMED) and Policies and Standards Division (PSD), BOM shall submit comments on the draft report for final recommendation.
This Department Order shall take effect immediately.
