Aiken man named John Medaglia was arrested for recording inside the Ellenton City Hall by
Police Chief Shawn Middleton.
He was charged with public disorderly conduct and was taken to the Aiken County Detention
Center before being released.
It was said that Medaglia recorded the outside of the city hall before going inside and showing
close-ups of wall hangings, plagues, brochures, and an Open sign on the front window.
It was recorded that he greeted a woman at the front desk and said he needed no help.
Eight minutes later Shawn Middleton who is now a former Police Chief approached him in the
Hallway.
“Listen here, he said. This is a government building. You can't record it here. You are on the
inside of a police department. You need to exit the building.”
Medaglia argued by saying he is a thousand percent allowed to be inside.
I am not interested in going into any restricted areas, he said.
The argument between Medaglia and Middleton continued with the former refusing to leave.
As Medaglia continued down the hallway, Chief Middleton blocked him from moving further
down the hallway and pushed him toward the exit.
Why are you putting your hands on me? Medaglia questioned.
Chief Middleton answered and said, “You are under arrest and that’s why you're handcuffed.”
Middleton walked him outside and took off the handcuffs. You are free to go, he said.
Medaglia responded by saying he would go back in as soon as the cuffs had been taken off.
You are making a mistake right now, he said.
Medaglia then went back toward the front entrance and was eventually arrested as Chief
Middleton called for help from a sheriff’s deputy.
“I just got illegally arrested and detained for expressing my First Amendment Right in a public
building. In a public building! Medaglia said.”
As he continued to scuffle with the chief over the entrance, Medaglia shouted, “Congratulations,
you’ve just earned the state of South Carolina a humongous lawsuit. Humongous!!!.
Chief Middleton then pulled out his handcuffs again and said, You want a lawsuit? You get a
lawsuit.”
Medaglia was said to have posted the video on YouTube, with people supporting him and asking
him for updates on his lawsuit.
One Andrew Farrow said, “ I like that you went back in. “That takes real balls.”

Chief Shawn Middleton was said to have resigned later on after an investigation into the matter
and a series of charges leveled against him regarding the abuse of his wife.

Quantrell D. Schwartzlow

Quantrell D. Schwartzlow was arrested on charges of second-degree sexual assault,
suffocation, strangulation, and battery.
He was said to have been taken into custody by The Rocky County Sheriff’s Office on Oct. 18,
2017, at 11:07 am when a search warrant was carried out.
It was reported that Quatrell arrived at the detective bureau 20 minutes later for questioning.
Later, the police official in charge was seen in security footage telling him to wait a minute
before he could remove the handcuffs on his hands.
The official closed the door and left the teenager alone in a locked interview room.
10 seconds later, Schwartzlow was out of the building.
A news release had it that Schwartzlow jumped from 12 to 16 feet while left unattended in the
room.
“A security camera showed him fleeing across a lawn.”
When the officer returned, he couldn't find him and muttered “oh no” in disbelief.
“It was reported that Janesville police officers immediately sprung into action and went all out
searching for him.”
Schwartzlow was said to be found four hours later and was brought back to custody at around
3:39 p.m. according to a police report.
“He was arrested for escape and brought to the Rocky County Jail”, said Capt. Todd
Christensen.
December, 2018, Schwarzlow pleaded not guilty according to an NBC news report.
Another hearing was said to be held for 18-year-old Schwartzlow in Rocky County.
He pleaded guilty to separate charges of escape and strangulation in April 2019.
A report has it that he was sentenced to four years in prison on Wed, June 2019 followed by
four years of extended supervision upon his release.

Richard McNair

man convicted of murder. He was also known for his ability to escape and dodge capture.
The report has it that he escaped three times from three different institutions using various
inventive methods.
On April 5, 2006, which was known to be his last escape, he was said to have escaped from the
United States Penitentiary in Pollock Louisiana by concealing himself in a pallet of used postal
mail-bags and successfully convinced a police officer he was not an escapee, but a jogger.
McNair’s duties in prison were said to have included working in a manufacturing area where he
repairs old and torn mailbags.
He was thought to have held the position for several months while plotting his escape.
It was reported that he escaped by using a uniquely constructed escape pod that included a
breathing tube.
“The tube was buried under a pile of mailbags.”
The shrink-wrapped pallet was forklifted to a nearby warehouse outside of the prison fence.
It was gathered that after the prison staff delivered McNair’s pallet and went for lunch, McNair
cut himself out of his escape pod and went through an unsecured area to gain freedom.
He stole supplies and transportation and went to a nearby town of Alexandria, Louisiana.
It was reported that he was able to exit the pallet around 11 am and declared missing around 4
pm.
Some hours after he escaped from Pollock, he was stopped while running away on a railroad
track near Ball Louisiana, by police officer Carl Bordelon.
The whole incident was said to have been captured on a video camera mounted in Bordelon’s
patrol car.
McNair had no identification and went ahead to give Officer Bordelon the name, Robert Jones.
Five minutes later, he gave a different name, Jimmy Jones.
It was reported that the officer didn't notice the different names.
The officer got a matching description of McNair.
McNair on the other hand laughed and joked with him. He appeared calm and collected.
He was able to convince Bordelon that he was jogging and in town to help on a roofing project.
The officer allowed him to go back jogging within 10 minutes.
It was reported that McNair was able to escape arrest because the photo he provided was of
low quality and about six months old.
Another thing was that the prison had told the police they were not completely sure that McNair
escaped.
Officer Bordelon claimed he let McNair go because the physical description of him given to the
police was completely different from how he appeared.
Reports had it that McNair traveled to Canada twice to dodge capture.
He was said to have traveled across the country for over a year before being arrested in a
random police check on October 25, 2007.
McNair later said he planned to run if he was unable to convince Bordelon of his innocence. He
denied suggestions that he would have attacked the police officer if confronted.
He claimed to have renounced violence after his initial arrest and described his escape as a “get
out of jail free card”.
“He agreed to not resemble his prison picture and described his feelings after a confrontation
with Bordelon as relief, disbelief, and bewilderment.”

Micheal Cecchini

former Bay City Public Safety Director was arraigned before a Bay County District MagistrateJanice M. Doner on January 26, 2023, on a one-count charge of assault and battery to which he
pleaded not guilty.
The charge came from an altercation with Kram, an 18-year-old teenager, back in September
2022.
As shown in video evidence, It was recorded that Kram and his two friends were riding Bird
Scooters in front of Rivers Edge Apartments on Ninth Street in Uptown Bay City on the night of
September 17 before being confronted by Cecchini, a Bay City Public Safety Director.
Cecchini, who was disturbed by the noise coming from Kram and his friends yelled and
threatened them from his storey apartment.
He became angry as Kram and his friends refused to listen to the threats.
Cecchini went downstairs to directly and physically confront them.
It was reported that Kram didn't try to resist or flee the scene of the incident and didn't pose a
threat to Cecchini.
Unknown to Cecchini, one of Kram’s friends recorded the video on his phone.
Cecchini was seen saying “I'm gonna whoop your ass and take you to jail.”
Evidence showed Cecchini had struck Kram in his abdomen with a metal flashlight.
Kram was seen saying “You hit me with a flashlight, that’s battery”. He then called on a
bystander to call the cops.
Cecchini responded by saying “Chief of police. Call the cops.”
On Sept, 18 which was the following day after the incident, City officials suspended Cecchini
after receiving several complaints that he assaulted an 18-year-old teenager the night before.
Attorney Philip L. Ellison of Hemlock, who is based outside legal counsel, also filed a suit
against him on behalf of Kram.
Cecchini was said to be the lone defendant in the suit, with neither The Bay City nor the public
safety department.
The suit alleged that Cecchini violated the teenager’s Fourth and Fourteenth Amendment rights.
The suit was based on three counts of charges which are: The use of excessive force and illegal
seizure, violation of substantive due process, and fabrication of evidence that is not true.
Defense attorney Matthew L. Reyes, who accompanied Cecchini defended his client by saying
Cecchini had no criminal history.
Doner, who is the Bay County District Magistrate, freed Cecchini on a personal recognizance
bond but ordered that his fingerprint be taken by the Bay County Jail.
Doner was also asked by Michigan Assistant Attorney General Shawn M. Ryan to prohibit
Cecchini from possessing any weapon.
Cecchini was also prevented from having contact with the alleged victim as a condition of his
bond.
Cecchini was later said to have admitted to hitting Kram with a flashlight. He said he did it
because he felt threatened.
“He apologized for the disruption he caused.”
He also admitted from an email obtained by MLive that a better method should have been
utilized to control the situation and his actions fell short of what was expected of the Bay City
Department of Public Safety.
As a result, he was placed on administrative leave as the video of the incident went viral on
social media.
A few weeks later, Cecchini announced his retirement from the force.

Franchek was arrested in 2019 after a complaint was filed against him by a lady who accused
him of illegally possessing a firearm.
Micheal, a father of two young boys, was apprehended by police in a series of heated
confrontations.
The video confrontation between the Park City family and Park City police was said to have
gained many views.
According to a report by KPCW, it all started with a competition over a gasoline motorcycle
between two young men and a few other close persons.
The young men were said to be riding their gas motorcycles around the city and arguing with a
few natives.
Police records had it that a man told officers that he was involved in an argument with Micheal,
the younger boy’s father.
It was also recorded that a woman who gave the initial complaints told police that she saw a gun
with Micheal when he walked away from the argument.
Another woman said she didn't see the argument but saw the boys riding their bikes through the
complex.
Some minutes later, police raided Micheal’s home in search of proof, but he refused to assist the
officers and instead asked for the officers and badge numbers.
“The police were said to have provided their names and badges.”
They again asked Franchek about the incident that had earlier happened, but he refused to
answer and went back into his house.
Unsure whether he was having a gun on him or he was going to get it, they followed him.
The police attempted to take him into custody, but Franchek refused and attempted to stay back
home.
It was reported that Franchek’s son came down and recorded all that happened for 40 minutes.
Franchek was arrested and handcuffed by the police.
The remaining part of the video showed where the boy recorded his father’s arrest and the
conversations with the police about the situation.
“Micheal and his son were said to have argued with the officers and that they illegally entered
their home.”
The officers on the other hand gave a statement that Franchek was verbally abusive, called
them derogatory names, threatened lawsuits, and repeatedly said if he wanted to resist the
officer, the officer would have been blanked up
Franchek was said to have been booked into the Summit Council jail on criminal complaints of
his failure to stop at the command of the law enforcement authorities, disorderly conduct, refusal
to follow police orders, and his failure to make his identity known.
