1.0
Background of the Institute:
Founded in 1926, All Indian Institute of Local self Government (AIILSG) is a premier
autonomous research and training institution of India. AIILSG had been an anchor
institution for urban management programmes of UN-HABITAT in South Asia.
Presently, institute is anchoring Sustainable cities programme (SCP) of UN-HABITAT in
the state of Maharastra. It is also a lead partner with WORLD BANK, CITIES
ALLIANCE & CGLG-ASPAC.
It has also got generous grants from Ford Foundation, gtz (GTZ), World Bank, UNICEF,
UNDP, UNEP etc. for implementation of various projects related to urban management.
ALLISG’s aim is to contribute in sustainable Urban Development & contribute in the
process through research, training & policy advocacy. Institute emphasis is to strengthen
urban local bodies so that cities can face challenges of rapid urbanization. For this
institute is engaged in various activities with ULB’s, Community Organizations, Central
& state Governments and international bodies. A governing council comprised
representatives from government, municipal bodies, Urban Manager & planning
professionals guides the functions of the institute in this areas:

AIILSG has 26 regional centers across the India & several focused research & training
units in the areas of urban affairs, environment, disaster management, urban poverty and
solid waste management, community development, PRA, GIS, rural development etc.
The AIILSG Successful hosted two World Mayors’ Conference in 1998 and 2005 in
collaboration support from Ministry of Urban Development, Govt. of India. We have
always contributed in the sustainable urban development of the cities of India by
imparting quality training to the stakeholders and for this reason we have established
some special institutions like regional centre of Urban & Environmental studies,
(RCUES), centre for Environment and Disaster management (CDME), Asian Institute of
Urban Dynamics, national Fire Academy etc. Through our research wings in Mumbai and
Ahmedabad we have successfully completed some major projects in urban sectors. The
thrust areas of this project where projects in Urban Planning, Urban Governance &
Reforms, Urban Poverty, urban Environment Management, Urban disaster management.

Policy of the institute
The institute shall be a comprehensive organization of an educational and research type
avoiding all partisan or political propaganda of any kind. It shall have no political bias
except that Local Bodies should be run on democratic lines and that they should be run
on democratic lines and they should be endowed with such resource powers and
authority, as may be necessary to enable them to functions as a unit of self Governance
entity.

"Knowledge & "Empowerment" and sharing of best practices nationally and globally to
form the bedrock of excellence in local urban governance through qualitative
implementation of capacity building and training for good urban governance.

1.3
Mission
To promote All India Institute of Local Self Government as premier institute of
excellence to strengthen and reinforce Urban Local Governance. To strive for giving
quality education, training, conduct research and promote advocacy for empowering local
governments and diligently make all out efforts towards transformation of the society for
the betterment of human life.

Objectives of institute:
The main emphasis of the institute’s work is to see that the local bodies contribute more
effectively to the developmental process and provide the citizens with better living
condition by meeting their aspiration in terms of required amenities, infrastructure and
better environmental conditions, thus contributing to Social & Economic development of
the society as a whole by better Urban Management. Besides this long term objective, the
more immediate ones are:
In views of above, the institute has been collaborating with relevant government dept.,
central & State, Universities, Organization and research Institutions. It has collaboration
with IIT-Mumbai, IRMA-Anand, JNU-New Delhi, SPA, New Delhi, CEPT-Ahmedabad,
ISRO- Ahmedabad, IIM- Ahmedabad, XIMB-Bhubaneswar, NIRD-Hyderabad, NRSADehradun, NIUA - New Delhi etc. The work of institute covers several aspects involving
a multi- disciplinary team work. The specific objectives of AIILSG are as follows:
To advance knowledge of the principles and practices of the local government by
conducting research and by organizing training courses and programme at various
centres in India for official and elected representatives in the local bodies.
To strengthen and improve local Govt. institutions by improving their
performance through education, Orientations training and brining them together.
For common endeavor by organizing specialized conferences, conventions and
seminars
To represent the views of local authorities supported by research work to the
concern higher authorities time to time.

“Property Tax Reform” is being implemented in four cities viz. Cuttack, Puri,

SECTION 2:
INTRODUCTION
Human development and improvement in quality of life is the ultimate objective of
planning for Implementation of city Sanitation Plan for Puri-Municipality. Improving
better sanitation for the sustainable and improved living standards of people is one of the
prime objectives of the state. Besides, the development of economic infrastructure for the
improvement in the living conditions of the people; more impetus is necessitated on
social sector parameters like education, healthcare, nutrition, Sanitation, water supply,
housing, social security etc. In consonance with the commitment to ensure faster
Sanitation development and achieving an inclusive pattern of growth, the Government
continued its focus on City Sanitation Plan.
The targeted districts namely Puri district which is always attract tourist from out side
Odisha as well as different district from Odisha. As this place is famus for Jagannath
Dham is always attract tourists from different places from the district and outside the
district. The population is Maximum as the result the solid and liquid west are also
enhanced day by day. Therefore the initiative should be taken from Govt. for better
Sanitation practices.
CONTEXT
The Government of Odisha is actively involved for Implementation of City Sanitation
Plan for Puri-Municipality. The Government of Orissa has taken a lot of initiative in this
context. Puri Municipality has been entrusted to select a suitable agency for preparation
of the Comprehensive Master Plan for Implementation of City Sanitation Plan for Puri
districts
OBJECTIVE
The National Urban Sanitation Policy (NUSP) recognizes that cities should consider a
fully integrated approach to city sanitation, Covering safe management of human
excreta,Solid waste management, and drainage.In order to achieve this, cities should

recognize the need and work towards transforming themselves into fully sanitized,
healthy and livable places. The overall objective of the assignment is to develop a
comprehensive Master Plan for Implementation of City Sanitation Plan for PuriMunicipality in the district of Puri, Odisha

Approach & Methodology
Approach:
Implementation of city sanitation plan for Puri-Municipality should be shared between
local self-governing institutions, state agencies, other agencies, community organizations
and, increasingly, private providers. Planning needs to respond to local needs, values, and
capacities, and to district and regional dimensions, including relationships between
communities and centres. Planning also relies heavily on the knowledge and social
capital within communities and agencies, for ongoing engagement of stakeholders in city
sanitation activities.

Public Awareness
The main activity will be public awareness creation to increase the level of awareness in
sanitation and hygiene promotion. It could be achieved through various IEC activities
like electronic media, print media, folk media, campaigns, exhibitions, bulletin or public
notice boards and rural resources (Wall painting, slogans, banner display during fairs and
festivals, local entertainment artists etc). IEC is a process of working with individuals,
communities and societies to develop communication strategies to promote positive
behaviors which are appropriate to their setting. It combines strategies, approaches and
methods that enable individuals, families, groups, organisations and communities to play
active roles in achieving, protecting and sustaining the desired behavioral change.
All segments of the community like students, teachers, general public and community
based organizations, policy-decision makers etc., could be partners of the public
awareness creation campaign. Community organizations could be identified/ formed and
capacitated to work among the community. Different tools and techniques will be used
based on the level of target groups. Women and children will be given special focus.
The approach of the program will be to organize a High Voltage Campaign in the
Municipal Corporations targeting different groups with specific start and end dates. A
few examples are School Sanitation and Health Campaign targeting on students and

teachers, Public Place Sanitation Campaign, Tourism/Pilgrimage/Special Location based
Sanitation Campaign, Hotel Sanitation Campaign to focus WATSAN activities of hotels,
fast food stalls and other eateries, campaign targeting public offices, commercial
establishments and others, and so on.
The entire program will be planned under a banner of Sanitation Literacy Campaign with
focus on sanitation and hygiene practices. The following tools and methods may be used;
the selection of a particular tool will be based on the educational level and assimilative
capacity of the target audience.

For better management of the capacity building program, the staff of ULBs will been
divided into categories as per their training needs. The following activities will be carried
out:
Identification and finalization of Training Modules will be done in consultation with
the Executing Agency
Training will be imparted simultaneously. The content and duration of the trainings
will be decided based on need assessment. The impact of trainings will be assessed
and refresher trainings will be conducted to supplement the gaps.
Exposure visits will be conducted in order to expose the trainees to best practices in
the state and outside the state.
A focused training on Basic Computing Skills will be imparted to the staff of ULB
through different local organizations.
Mechanism for evaluation and monitoring of the trainings shall be developed to ensure
proper utilization of the training potentials and resources
