 UNIT GC3 – THE HEALTH ANDCandidate report template SAFETY PRACTICAL APPLICATION Student number Location Legacy Plaza Date of review 8/3/2019 Structure report under the following headings: Introduction including overview of area inspected and activities taking place An inspection was carried out at to complete the requirement of NEBOSH GC3 practical application on 03 Aug, 2019 at 11am at the area of construction site for legacy building. During the inspection 40 workers are working including workers, supervisors and engineers were inside the job at site. Average of age of People which were working on site had 40 years, they all were working on single shift. There was using one crane, hand trolley, cement mixer, bench top grinder and hoist. The main goal of the inspection is to find out the hazards in the worksite and to give the appropriate control measures to reduce the hazards in the site. Construction building have five floors which include one parking floor and 4 other floors, worker was doing work which they allotted. I observed various range of hazards like manual handling hazards, vehicle hazards and serious electrical hazards. I also observed the unhygienic condition of the workers and their poor welfare facilities in the same worksite. Informed about this hazard and risk to the management and give valuable recommendation to the management for improving their health and safety culture in the site. The criteria which have been used as reference during the inspection are internationally recognized standards, local legislative requirements, customer safety and operating standards. I have listed my observations together with action. Executive Summary The main objective of this inspection was to identify prevalent HSE hazards which may cause ill health and or human injury. At the time of inspection following job were being undertaken preparation for steel erection, excavation and transportation of plant and machinery operation. The inspection clearly indicates that there are very serious hazards which are left unattended may results in multiple serious injury or even multiple fatalities. The major area of concern was: 1. Work at height without taking any safety measure i.e. no use of harness and lack of supervision it also includes that scaffolding didn’t have sound material. 2. Worker were working in confined space they started their work without having permit to work and also the control measure taken before working in confined space. 3. Worker were smoking at work site no specified place for smoking, no alarm system on site in case of any emergency cause death and property damage. 4. Un-standardized electrical equipment was using and no proper maintenance of equipment i.e. authorized person repair, tool history, age of tools and tape wire of tool, it may cause electric shock to worker or secondary hazards. 5. Mechanical hazards were also noted their bench top grinder & cement mixer were using without guard due to missing guard it can occur cutting, stabbing and shearing injuries to the workers. I must point out the company has a responsibility to put in place, procedure, system, safety guards, training to protect and prevent employee from injury or illness as far as reasonably practical. The company also has a legal obligation to comply with government and industry legislation with regard to occupational health and safety acts. Main findings of the inspection Observation No.1: Work at Height Worker were doing work at height through scaffolding, but they didn’t wear any safety harness while working and scaffolding don’t have sound material the pipes of scaffolding may bend and cause serious accident for worker who were working on height as well who are working under. Law: The work at height Regulations 2005 No.735 It is recommended to management change the contractor who have sound material scaffolding or same contractor to use good scaffolding, appoint the competent supervisor who can check the material according to work after that it give safety harness/personal protective equipment while working at height. The estimation cost of changing contract/material and buy the safety harness for worker is Rs.150,000/- Observation No.2: Confined Space Worker were working in confined space without permit to work, no testing of any gas and no authorized person were working. If any toxic gases occur from confined space it causes danger to all worker which are working in confined space. Law: The Confined Space Regulations 1997 No.1713 It is recommended to management to give permit to work from authorized person and proper supervision that no unauthorized person can enter in confined space take the measure of testing gases before entering in confined space. Permit to work is free of cost from issuing need training and supervision and testing of gases before starting work in confined space cost RS.60.000/- Observation No.3: Fire Worker were smoking at work and there is no alarm system install in building in case of any emergency it causes serious damage and property damage. Law: The fire Regulation 2008 No.111 It is recommended that there should be proper designation of smoking area where workers are feel free to smoke and without any danger and it also install fire alarm system which should be automatic or manual alarm to aware of any emergency, the estimation cost for separate smoking area and install fire alarm system is rs.250,000/- Observation No.4: Electric Shock Workers on the site using electrical equipment which are not approved from CE & BS, equipment’s are not maintenance by proper authorized person, it may cause the electric shock to worker if there is no proper maintenance or replace the local tool to standard tool. Law: The Electricity Work Regulations 1989 No.635 It is recommended that there is use of proper standard tool and maintenance from the authorized person. It may cause the electric shock to worker and cause death. The estimation cost of replace tool and maintenance form authorized person is 100,000/- Observation No.5: Mechanical Hazard Workers are working on bench top grinder to cut the steel pipes and also use the cement mixer at site, but they are using without any guard in place. There is lack of supervision on site. Workers are not trained to work with safety measures to safe themselves form any harm. Law: The mechanical Regulations 1970 No.139 It recommended that first there is provision of safety guard on machine and mixer to prevent from stabbing, cutting and shearing. A lot the supervisor who can monitor the area for safe working method and also give training to the worker to use the any equipment with full safety measure to safe self and other who are working with you. The estimation cost the installing guard and training to worker is 15,000/- Conclusions. I sincerely thank the management to give the opportunity to inspect the ongoing construction site. The inspection was a part of an ongoing survey of construction sites to identify the HSE standards implemented by the companies. The activities on construction site was ongoing here I observed certain level of high risk, a greater number of medium and few low-level hazards. A large number of small faults were combined with some more serious situations. There is no doubt that the current situation needs to be addressed as the company is breaking several safety laws and regulations include Article 30-33, R175 safety and health in construction recommendation 1988 (No.175), Article 13, C062 safety provisions (building) convention, 1937 (No.62), C170 chemical convention 1990 (No.170), Article 13, R175 safety and health construction recommendation 1988 (No.175), C148 working environment pollution (noise and vibration) convolution 1977 (No.148), R102 welfare facility recommendation 1956 (No.102), The workplace (health, safety and welfare regulation 1999) Factories act 1948 sec 18, R175 safety and health in construction recommendation 1988 (No.175), Factory act 1948 sec 40 Management should adopt the proactive approach in order to provide safe and healthy environment to its workforce. Safety committees, workplace inspection, safety meetings, tool box talk and safety training can play a positive role to achieve health and safety goals. Management commitment toward health and safety is highly recommended, because without management should make aware their workforce about potential hazards. A good and healthy environment will motivate the workforce and reduce company cost i.e insurance premium and accident investigation. Management should designate the smoking area and strictly prohibited on working site. Train the worker how to tackle situation if any emergency arises.
