National Library Week is being celebrated April 8-14 across the nation in correspondence with the American Library Association (ALA). In response to the success of National Library Week with the ALA, many academic and public libraries throughout the nation have also joined in to create their own National Library Week. Kutztown University’s Rohrbach Library is celebrating this year’s theme, “You Belong @ Your Library.” Readers will be interested to see how they can get involved at their library.
For the last 54 years, the ALA has focused on getting Americans to choose reading over watching TV or listening to the radio or music. The events Rohrbach Library is doing to get patrons involved include a wide range for the local Kutztown community as well as University students, staff, and faculty. Events include having a READ poster made, a student costume competition, a scavenger hunt, famous speakers, and other events to get patrons involved at the Rohrbach Library.

History of the Rohrbach Library1
Kutztown University was created in 1863 as the Maxatawny Seminary
In 1866 Maxatawny Seminary was renamed to the Keystone State Normal School
The library began as a book collection in Old Main in 1865
It was started by the Philomathean Society and Keystone Literacy Society
A separate building was built in 1915 when a library on campus became a necessity
In 1928 the Keystone State Normal School transformed into Kutztown State Teacher’s College
Dr. Quincy A.W. Rohrbach, the current president, worked to gain accreditation by the Middle States Association
Dr. Rohrbach provided a library budget to increase book holdings
The growth during Rohrbach’s presidency was from 20,000 volumes to 55,000 volumes
After Dr. Rohrbach’s retirement, the Board of Trustees approved naming the library after him
In 1960, the Teacher’s College became Kutztown State College, and the library became overcrowded
Groundbreaking for a new library building took place on October 22, 1966
The new building boasted enough space for 300,000 volumes
On November 14, 1968, a book walk took place to transport over 100,000 books to the new building. Staff, students, and residents of Kutztown helped with the walk
The new building had carpeting, individual study desks, and good acoustics for a comfortable and quiet atmosphere for studying and reading
After construction, the school purchased roughly 1500 new books and now housed a new reserve book area, a reader printer, more access to microfilm, a book room, and an auditorium

The new Rohrbach Library was dedicated on May 24, 1969
On July 1, 1983, Kutztown State College became Kutztown University of Pennsylvania of the State System of Higher Education
The Rohrbach Library’s collection increased in size and again had a problem with overcrowding
In January 1997, construction began on an addition to the Rohrbach Library building. The expansion added 53,205 square feet
Rohrbach Library introduced new computers after construction was complete as well as over 400 ports for students and patrons to access internet from their laptops
A rededication ceremony was held on September 19, 1998
In 1999, the library director’s job was changed to Dean of Library Services
As of 2012, the Rohrbach Library holds over 500,000 volumes
There has been recent emphasis placed on online services due to the demand for digital information and technology

NATIONAL LIBRARY WEEK HELD AT ROHRBACH LIBRARY
Kutztown, PA- The Rohrbach Library at Kutztown University is hosting events for National Library Week from April 8-14. National Library Week is an event nationally hosted by the American Library Association (ALA) and is also celebrated at public and academic libraries throughout the country. This year’s theme is “You Belong @ Your Library” and the Rohrbach Library is hosting a scavenger hunt, costume competition, and READ posters, as well as events with famous speakers that students, staff, and faculty can attend.
The Rohrbach Library has been hosting National Library week at Kutztown since 2006 and has been creating their personal version of the READ posters, begun by the ALA, since 2011. NATIONAL LIBRARY WEEK
National Library Week in 1958 was “Wake Up and Read.” The event was originally created because of the Association’s concern with Americans decreasing interest in reading in favor of radio, television, and music.
On Tuesday, April 10, National Library Week is celebrating National Library Workers Day; Wednesday, April 11 is National Bookmobile Day, and April 12 is Support Teen Literature Day. Other events the Rohrbach Library is hosting are three celebrated minds: Dr. Philip Rosen in his Lament for the Molly Maguires, Dr. Nathaniel Williams to speak about “Without Struggle…” and other Words of Wisdom from Mr. Douglass, and Dwayne Booth’s Go Fish: How to Win Contempt and Influence People.

Higher Education Budget in Pennsylvania
Governor Tom Corbett recently cut the budget to higher education in Pennsylvania for the- school year. The state budget was reduced by 4% overall, however academic libraries lost one-third of their overall budget. For the last 40 years, the budget has been slowly rising each year, but this school year is one of three years that the budget was lower than the prior year’s budget.
While the cuts are due to the recent recession and the loss of all remaining federal stimulus funds, higher education is being deeply affected by these budget cuts.1 “Cutting Library Funding Has Consequences,” an article on PennLive.com written by Debra Kachel, highlights statistics that show how the underfunding of libraries will affect reading scores across the state. The article points out that academic and public libraries not only give access to a variety of books, maps, and other important library holdings, but it also gives many patrons access to technology they may not have access to at home. Many schools are cutting their library funding

when faced with Pennsylvania’s budget cuts proposed by the governor.2
While libraries are facing a major budget reduction due to Governor Corbett’s plan, the state schools are facing bigger decisions than just under-funded libraries. The Coalition for Labor Engagement and Accountable Revenues created an Assessment of Governor Corbett’s 2012-12 Budget Proposal by the Numbers. The cuts for the 14 state-owned universities in the State System of Higher Education are receiving a 20 percent cut, or $330.2 million. Included in this budget proposal is the decreased library funding, which is a $2.7 million cut, or 5 percent. 3
Funding levels for the Pennsylvania State System of Higher Education are back to the levels they were at during the 1989-90 school year. The president of APSCUF, Dr. Steve Hicks, stated that balancing the budget is now on the backs of students and their working families. Dr. Hicks said “…students and their families are already struggling to make ends meet. Additional budget cuts are going to put the college dream out of reach for many Pennsylvanians.” The new budget proposal for the 2012-13 school year is forcing PASSHE schools to consider another raise in tuition: a 7.5 percent jump.4
Kutztown University is included in the 20 percent cut to the 14 PASSHE schools. Corbett’s proposed cuts include a 5 percent cut in student loans through state schools. Grants would be steered towards students who plan to pursue “high priority and economically

stimulating fields.” These fields include majors such as agriculture, energy, and manufacturing.
The chairman of the Pennsylvania State System of Higher Education’s Board of Governors, Guido Pichini, and the state system Chancellor John C. Cavanaugh, said the funding cuts will only continue to hurt students after graduation considering 80 percent of those graduates stay in the state. Pichini and Cavanaugh also talked about Kutztown University, who is now facing the decision to either fix aging buildings or support the students.
The 2012-13 budget cuts proposed by Governor Corbett will continue to impact the residents of Pennsylvania. Academic libraries and higher education are feeling the pressure to reduce costs while providing excellence in education. Universities are preparing for the $1.4 billion cut that Governor Corbett believes will right-size the state’s system.5 Higher education and libraries were developed to further education; these budget cuts will make this education and its library resources harder to reach for many Pennsylvania citizens.

Biography
Dr. Barbara Darden
In July 2006, the Rohrbach Library welcomed a new Dean of Library Services, Dr. Barbara Darden, Ph.D. Before accepting this position at Kutztown University, Darden held the position of Library Director at Kean University, in Union, New Jersey. Her knowledge in library services comes from her Bachelor of Science degree she obtained at Ohio State University, her MLS from Kent State University, and her Ph.D. was earned at Rutgers University in Information and Library Studies.
Furthermore, Darden brought professional scholarships to Kutztown, which included publications and presentations. Recognition was given to her for her substantial knowledge of library collections, services, and operations. Darden has extensive experience in strategic planning and fiscal management that includes fund raising, grant writing, and building renovations.
In the state of New Jersey, the Commission of Higher Education recruited Darden to organize the state’s public academic libraries. She also facilitated a working relationship with the academic computer/technology entities within New Jersey. Darden is an active member of numerous professional organizations, including LAMA, a division of the American Library Association (ALA). LAMA and ALA appointed Dr. Darden to head a task force to develop a national organization where all library administrators, including public, schools, and special libraries, would help to publicize and advocate for libraries.
With the digital age, Darden demonstrates her knowledge of the importance of technology in academic libraries with her ProQuest project, where she digitized a collection of theses. In New Jersey there were only two libraries recognized by the state; Darden’s team completed the larger of the two projects.
In addition, an Ethnic Studies Center was initiated by Darden and a team of faculty and students. This new center provided access to resource materials on ethnic studies and offered lectures, film series, and exhibits on multi-ethnic issues.1 More recently, Darden attended the Association of College and Research Libraries (ACRL) 15th National Conference (the Rohrbach Rohrbach Library

Library is a member of the ACRL). She also attended the Pennsylvania State System of Higher Education Library Council Annual Conference. Both conferences were held in March of 2011.
As the Dean of Library Services, Dr. Darden serves on many different committees. As of 2011 her services include the Annual Conference Committee, held by PASSHE, the White Paper Library Services Committee, held by SSHELCO, the Strategic Planning Committee, also held by SSHELCO, and the Associated College Libraries of Central Pennsylvania (ACLCP) Executive Board. 2
Finally, as evaluator for the Middle States Commission of Higher Education, Darden helps the University prepare for the Middle States self-study and subsequent evaluation. She is dedicated to the diversity of a public university, and continues to provide creative leadership which will ensure exemplary library resources and services to the community.3
