INVITATION TO BID
for
Cloud Enabled Infrastructure for Research & Innovation
ICT Directorate, NUST Main Campus, Sector H-12, Islamabad
1.
Introduction: National University of Sciences and Technology (NUST), Islamabad
invites Pakistani firms to participate in its IT project, “Cloud Enabled Infrastructure for
Research & Innovation”, which includes upgrade of existing fully functional datacenter
facility along with certification, NUST Cloud, NoC/ SoC software and training with
certification.
2.
Eligibility: Only those firms are eligible to participate which satisfy the following
conditions:
a. Registered in FBR and operating in Pakistan
b. Having consistent business credentials in official documents and record of firm,
including but not limited to firm names, logos, websites, Internet domain names,
email addresses, visiting cards, letterhead, stamp, firm registration, bid security,
performance guarantee, stamp paper and Bank Account Title that shall be used
for receiving the payments etc. It should be in accordance across all documents
of the submitted bid. For example, using two names like “ABC” and “ABC Pvt
Ltd” may generally be considered as non-conformance and lead to
disqualification, unless explicitly justified with supporting documents.
c. Having experience, expertise, exposure, capacity and capability to import
hardware.
d. If applies, the firm must provide an affidavit on stamp paper to disclose the details
regarding blacklisting in any organization and all complaints filed related to
procurement within past 05 years. Concealing the facts shall result in
disqualification.
e. If applies, the firm must have settled all cases of litigation and complaints
regarding NUST, opened in NUST, government bodies, media, private firms,
registered individuals or groups. Trail of written or broadcasted communication
must be provided showing acceptance of the settlement. Concealing the facts or
violation of PPRA rules by vendor may result in disqualification at any stage.
f. All the qualification parameters of a firm shall be considered based on its local
presence and identity. Global/ foreign linkage of the bidder’s status like
subsidiary, sister- or parent- firm, or others shall not be considered within
Pakistan for a fair comparison with other bidders.
g. Merits presented by the bidder on behalf of the sub-contractor or joint-ventured
firm(s) shall not be considered.

3.
Ineligibility: Ineligible firms should not apply that are generally categorized as:
a. Those firms (bidders or principals/ OEM) which have already worked with NUST
but created hurdles in previous or current project execution due to incompetence,
remained unable to achieve the milestones, false commitments/ claims in the
bids, failed to provide after deployment support, have resulted in financial
damages to NUST due to incompetence or experiencing financial deductions as
penalty etc.
b. Bidders or principals/ OEM having documented history of active tendency to file
false complaints, blackmailing, monopolizing, grouping to sabotage national
progress.
c. The firms regarding which any advisory note or blacklisting instructions have
already been issued by a government office (federal or provincial).

Tender Document: Complete tender document is comprised of this document along
with annexures (A – H). Lot-wise bidding should be followed. Each lot shall be a turn-key
solution within itself. This tender has following lots:
Lot 1: Datacenter
Lot 2: Cloud Infrastructure
Lot 3: NoC/ SoC Software

Procurement Method: Complying to Public Procurement Regulatory Authority
(PPRA) Code 4 – Clause 36 (c) “Two Stage Bidding Procedure”, following procedure
is to be followed:
a. This document may be purchased by submitting non-refundable Pay Order /
Bank Draft / Banker’s Cheque of Rs. 3,000/- (Rupees Three Thousand Only) in
favor of ‘NUST, Islamabad’.
b. The bid be submitted as described below:
i. Stage – 1:
•
01x Sealed Envelope – Technical Bid: It should contain at least the
following annexures:
a. Annex A: Authority Letter – Filled
b. Annex B: Bidder’s Undertaking – Filled along with
mandatory documents
c. Annex C: Solution Design – Complete Details
d. Annex D: Bill of Quantities – Filled
e. Annex E: Specifications – Filled
f. Annex F: Evaluation Criteria – Filled

After technical bid opening, electronic version of full technical bid
must be provided through any feasible means, e.g., cloud storage,
email and/ or USB flash drive.
•
Tentative Timelines:
a. 09 Feb – 26 Feb 2021: Pre-bid Survey of project site, i.e.,
NUST datacenter
b. 1100 Hrs, 15 Feb 2021: Pre-bid Clarifications Session
c. 1100 Hrs, 08 Mar 2021: Bid Submission
d. 1130 Hrs, 08 Mar 2021: Technical Bid Opening
e. 10 – 18 Mar 2021: Survey of 01x datacenter established by
the bidder
f. 19 – 22 Mar 2021: Presentations/ Discussion/ Evaluation
g. 26 Mar 2021: Update RFP
h. 26 Mar 2021: Communicate the Updated RFP
ii. Stage – 2:
•
Sealed Envelope I – Technical Bid (Revised) on similar pattern as
of previous stage.
•
Sealed Envelope II – Financial Bid: It should contain at least the
following:
a. Bid Security (refundable) at least equal to 02% (and less
than 5%) of the bid price in form of a pay-order / bank draft,
in favor of “NUST, Islamabad”.
b. Annex G: Bill of Costs (Must match to Bill of Quantities)
•
Sealed Envelope III: Mention the bidder’s address, phone, fax and
the Tender title. Address it to Director, P&LP Dte, PMO Building,
Sector H-12, NUST, Islamabad Tel:-. It should
contain the following:
a. Envelope I
b. Envelope II
•
After technical & financial bids opening, electronic version of
complete bid must be provided through any feasible means, e.g.,
cloud storage, email and/ or USB flash drive.

6.
Technical Evaluation.
a. Applicable to eligible firms only
b. Applicable to both the stages
c. Shall be carried out as per Annex F – Evaluation Criteria
d. Bidder may provide comments in the evaluation criteria to avoid losing marks
e. Some evaluation factors give absolute marks and some relative grading
f. Technical qualification: Obtaining at least the passing marks
g. Some examples of disqualification:
i. Providing partially (true) information,
ii. not providing any information,
iii. providing mutually contradictory information,
iv. not endorsing the copy of genuine document, and/ or
v. not obtaining at least passing marks

Supporting documents and Annexures shall be used to award marks as per evaluation
criteria. The specifications provided in this tender document are the minimum
requirements of NUST. The bidders are advised to meet these specifications to be able
to participate in technical comparison. However, in case of alternate proposed
specifications, it should clearly be highlighted to enable NUST in identifying equivalence
or better position of the proposal. NUST has the right of accepting or rejecting alternate
proposed specifications without justification.
8.
Submitted bids having annexures just to conform to the total count without useful
purpose or having incomplete information shall be considered Invalid.
9.
Failing to conform to any mandatory requirement in technical evaluation criteria will
result in disqualification for the whole lot.
10.
Incomplete, unclear and conditional bids shall lead to disqualification.
11.
Identification and provision of supporting documents to claim points as per given
Evaluation Criteria is responsibility of the bidder.
12.
Detailed BoQ must be provided.
13.
Seeking clarifications is right of the client and it’s practiced as per sole discretion of
the client to clear ambiguities only. In case the bidder has not given importance to the
work/ information while preparing the bid, no clarification shall be sought that might lead
to change in substance of the bid. Evaluation shall generally be carried out on the
provided information only. Moreover, the bidders shall not be contacted for the
information which is otherwise available on the Internet with authenticity.
