my mother, Russian Federation citizen Irina Ilinich MINTS, date of birth January 1, 1948, passport series 45 01, No. 660671, issued by the Dorogomilovo District Internal Affairs Division (IAD) of the City of Moscow on September 28, 2001, subdivision code 772-075, who is registered at the address 3/5 Ukrainskiy Blvd., Bldg. 2, Apt. 19, Moscow,
to manage and dispose of an apartment that belongs to me, which is located at the address 3/5 Ukrainskiy Blvd, Bldg. 2, Apt. 12, Moscow, to have free access to the apartment, to pay the expenses associated with maintaining the apartment, as well as long-distance and international phone bills, to keep the apartment in order, to monitor its sanitary and technical condition, to make necessary repairs, to check the working order of plumbing fixtures and electrical equipment, to receive correspondence that arrives in my name, to be my representative before the housing, utility, and other competent authorities of the city of Moscow, including electric inspection service, power supply, and energy marketing authorities, water supply and wastewater treatment authorities, gas supply authorities, companies that provide communication and data transmission services, technical inventory authorities, the Federal State Registration, Cadastral Record, and Cartography Service (Rosreyestr) Federal State Budget-Funded Institution (FSBI) branch office for the city of Moscow, the Federal State Registration, Cadastral Record, and Cartography Service Administration for Moscow, multipurpose centers for the provision of government services, Ministry of Internal Affairs (MIA) authorities, private security organizations, bodies of local self-government, and others not listed above in all matters involving the management and disposition of this apartment, the right to insure said apartment against all kinds of risks and to receive insurance indemnity in the event that an insured event occurs, the right to conclude contracts for the servicing of the aforementioned apartment with operating or other appropriate organizations in my name, power supply, water supply, and gas supply contracts, contracts for the provision of household trash removal services, and others not mentioned above, the right to represent my interests before various communication operating organizations in the matter of concluding contracts for the provision of communication and data transmission services (telephone, Internet, and television), and the installation of the customer devices used to receive telephone communication and data transmission services, the right to represent my interests before MIA authorities and private security organizations in all matters involving the installation and servicing of security alarms in the subject apartment, the right to install cold and hot water meters, the right to make the appropriate payments, the right to lease this apartment to legal entities or to rent it to individuals based on terms, conditions, and a price of her choice, to sign a lease or rental agreement, to represent my interests before the Federal State Registration, Cadastral Record, and Cartography Service Administration for Moscow, multipurpose centers for the provision of government services, and/or other authorities that perform the state registration of rights to real estate and related transactions within the city of Moscow in the matter of the state registration of a lease or rental agreement if necessary, and to receive all state registration documents, and the right to receive the monies due me, to monitor lessee and renter compliance with contractual terms and conditions, to take the appropriate steps to evict offending lessees and renters, to conclude addenda to a lease or rental agreement, the right to terminate and/or cancel a concluded lease or rental agreement, to undertake the state registration of the termination and/or cancellation of a concluded lease or rental agreement and to expunge the corresponding registration entries, the right to represent my interests in all matters involving registration at the place of residence or the temporary residence of other individuals in the aforementioned apartment at her own discretion, to file applications involving consent for the registration of individuals at the place of residence or for temporary residence, the right to conclude and sign agreements stating the terms of use of the aforementioned apartment with them based on terms and conditions of her own choosing, the right to exchange or sell this apartment at a price and based on terms and conditions of her own choosing, to receive the monies due me, including through a bank (a safe-deposit box at a bank, accompanied by the right to conclude a safe-deposit box rental agreement for the purpose of making settlements on transactions), the right to receive a prepayment (an advance) in an amount of her own choosing, to sign a prepayment agreement and/or other necessary documents, as well as the right to give the aforementioned apartment to my father, Mr. Lev Maksovich MINTS, to sign all the appropriate documents, including preliminary agreements, service provision, exchange, purchase/sale, and deed-of-gift agreements, certificates of transfer and/or other necessary documents, the right to pledge the aforementioned apartment as security for the purpose of obtaining loans, to sign a pledge agreement and a mortgage certificate, to represent my interests before the Federal State Registration, Cadastral Record, and Cartography Service Administration for Moscow, multipurpose centers for the provision of government services, and/or other authorities that perform the state registration of rights to real estate and related transactions within the city of Moscow in the matter of the state registration of concluded contract that are subject to state registration, other necessary documents, titles and title transfers, the right to present a mortgage certificate to the Federal State Registration, Cadastral Record, and Cartography Service Administration for Moscow and/or other authorities that perform the state registration of rights to real estate and related transactions within the city of Moscow, the right to obtain all state registration documents, the right to reregister a previously created right of ownership to the aforementioned apartment and to receive all necessary documents, including a certificate of the state registration of title, to which end I authorize applications to be filed in my name, including those for state registration, the suspension of state registration, the resumption of state registration, and the cessation of registration actions, as well as other applications involving the incorporation of changes into a Unified State Register of Rights to Real Estate and Related Transactions (USRR) entry, the correction of technical errors, and supplementation, to submit to and receive from competent authorities of the city of Moscow all necessary certificates and other documents, including a property value certificate, a breakdown, a floor plan, a cadastral certificate, an excerpt from the register of tenants, a copy of the financial business account, a certificate of the absence of arrears on communal payments, a Russian Federation (RF) Federal Tax Service (FTS) inspection office certificate concerning the absence of arrears on taxes, a call center certificate concerning the absence of arrears, a excerpt from the register of registered rights, an excerpt from the register of general information on rights to residential premises, etc., to make all settlements, among them, to pay necessary duties and fees, and the right to resolve all problems that arise, to sign for me, and to take all actions associated with the discharge of these instructions.
This power of attorney has been issued for a term of ten years with the power of substitution.
