VITUG Prefect of Discipline, Senior High School Student Council A RESOLUTION ADOPTING THE COMPREHENSIVE REVIEW, REVISION AND AMENDATION OF THE STUDENT COUNCIL'S CONSTITUTION AND BYLAWS OF DON BOSCO ACAMEDY OF PAMPANGA, INC. WHEREAS, the Constitution and By-Laws (CBL) of the Senior High School Student Council serves as its fundamental governing document, defining its structure, authority, functions, and procedures; WHEREAS, the Amendment Provision of the existing CBL expressly provides that any amendment, revision, or alteration thereto shall require the affirmative vote of at least two-thirds (2/3) of all duly authorized voting members; WHEREAS, the current Constitution and By-Laws was last enacted during School Year- and has not undergone a comprehensive revision since its adoption; WHEREAS, over time, organizational and structural changes have taken place within the Student Council, including modifications in positions, duties, and operational practices, which are not reflected in the existing CBL; WHEREAS, a duly designated committee conducted a thorough review and evaluation of the current Constitution and By-Laws and found that ●​ ●​ ●​ ●​ Several provisions are already obsolete and inconsistent with present conditions; The existing document does not accurately reflect the current set of council positions and organizational structure; Ambiguities and gaps in provisions have resulted in difficulties in interpretation and implementation; The absence of updated policies limits the effectiveness, accountability, and responsiveness of the Council; WHEREAS, these findings establish a clear and compelling necessity for the comprehensive revision and updating of the entire Constitution and By-Laws; WHEREAS, the Student Council may coordinate with relevant school authorities, including the School Administration, Faculty Advisers, and other partner organizations, to provide guidance, technical assistance, and policy alignment in the revision process; WHEREAS, these stakeholders can support the drafting, review, and validation of the revised Constitution and By-Laws to ensure compliance with institutional policies and standards; NOW, THEREFORE, BE IT RESOLVED, as it is hereby RESOLVED, that the Senior High School Student Council formally initiates and authorizes the comprehensive revision and amendment of its Constitution and By-Laws; RESOLVED FURTHER, that a Revision Committee be hereby created and mandated to draft, review, and consolidate all proposed amendments and revisions in accordance with the committee findings and current organizational needs; RESOLVED FURTHERMORE, that the proposed revised Constitution and By-Laws shall undergo consultation, deliberation, and refinement prior to its presentation for approval; RESOLVED FINALLY, that the revised Constitution and By-Laws shall only be ratified upon obtaining the affirmative vote of at least two-thirds (2/3) of all duly authorized voting members, in strict accordance with the Amendment Provision of the existing Constitution and By-Laws; RESOLVED, FURTHER, that this Resolution shall take effect immediately upon its adoption.
