Case vs Daneco-CDA does not intend to threaten consumers
THE case to be filed against the CDA Group, claiming legitimate leadership of the power company operations, is not intended to threaten member- consumers of the Davao del Norte Electric Cooperation Inc. (Daneco), an official of the body formed to finally end the power problem in Davao del Norte said.
"Dili kini pagpanghadlok sa atong mga miyembro-konsumante. Kinsa man ang dunay dagkung bayrunon,
ayaw mo kahadlok kay ang Task Force Duterte motabang kaninyo. Ang kaso dili para ninyo kay gani naa pa'y programa ang Task Force Duterte alang ninyo nga magaanan mo anang inyong mga batal. Mahunong nato ang mga arrears ana (This is not intended to threaten member-consumers, even those who have big unpaid bills. Do not be afraid because Task Force Duterte's only intent is to help. The case is not against you. In fact, the task force even has programs for you so that payment of past due bills will be easy and we can cut down on arrears)," Task Force Duterte - Northern Davao Power(TFD-NDP) PRO Troy Jagunos said in an interview.
Jagunos said the filing of charges versus CDA personalities is a proper move.
"Welcome development ang nahimong statement ni Speaker of the House, atong Congressman Pantaleon Alvarez. Pag-abot sa panahon, duna gayu'y tukmang kaso alang sa kinsa man nga nakahimo og salaod (Speaker of the House of Representatives Pantaleon Alvarez' announcement about filing a case is a welcome development. The time will come when those criminally liable for this fiasco will face the court)," Jagunos said.
Alvarez the other week confirmed that criminal cases will be filed against the Daneco-CDA group.
"What right nga mangolekta sila naa nang billing sa kuryente (What right do they have to collect electric bills)?" the congressman asked as he stressed that the government funded Daneco under the National Electrification Administration (NEA) in its electrification program.
The problem within Daneco, which began in 2012, already had a Supreme Court decision favorable to Daneco-NEA in 2015, but this was ignored by the CDA Group.
Collection efficiency of Daneco-NEA range from to 60% to 70% only.
The low efficiency could be due to the continued collection of bills by the CDA Group, while other consumers opt not to pay to either groups while the squabble continues.
Some have found a way to take advantage of the squabble. Once their supply is disconnected by either of the two squabbling groups, NEA or CDA, the consumer would go to the other group to seek help.
Meanwhile, TF Duterte advises the public to secure their payment through obtaining official receipts and keeping these.
Daneco-NEA has the Bureau of Internal Revenue’s Authority to Print its receipts.
"Your only proof of payment is your official receipt. The official receipt after 2012 is fully controlled
by Daneco-NEA," TF Duterte member David Lagunzad said.
The Bureau of Internal Revenue acknowledged that DanecoNEA is the group registered with them. BIR affirmed many times already in press conferences that its Daneco-NEA that holds Authority to Print.
In a press conference in March 2016, Monica Delfina Penelope R. Alvizo, Chief Legal Division of BIR, said, “We only recognized Daneco-NEA. The Authority to Print is being given to Daneco NEA.” Lagunzad also affirmed that it is only Daneco-NEA that has the Business Permit for Daneco.
“There is no point of being confused. Just be sure to have the official receipt for the security of your payment, in fact the Court, provincial capitols, and LGUs are paying their bills to Daneco-NEA only," Lagunzad added.
Lagunzad and Jagunos meanwhile said that they have an Oplan Balik Loob for member-consumer-owners who are supportive of the CDA Group.
“We will be pursuing barangay to barangay Oplan Balik Loob activities. We hope to meet them and talk to them and bring Daneco to their own barangays just to help them," Lagunzad said.
Oplan Balik Loob Program is the restructuring of their arrears which could be paid up to two years.
Payments made to CDA Group can also be reconciled.
