Executive Summary
CyberStaff Solutions, founded in 2021 and based in Tampa, is a certified WBENC (Women’s
Business Enterprise National Council) and WOSB (Woman-Owned Small Business), with an MBE
(Minority Business Enterprise) certification pending. As a for-profit, full-stack IT services
company, we specialize in application development, automation, cloud solutions, data analytics,
security, and infrastructure to help drive technology innovation forward. We work with both public
and private sector clients to support their vision, improve performance, and increase productivity.
Our team includes ten full time employees and thirty-two outsourced staff, generating an annual
revenue of $1,303,486. Currently, we proudly serve ten clients.
Cyberstaff Solutions knows that FDOT wants a
transportation system that is strong, efficient, and safe
to meet Maryland’s needs. We are here to provide the
skilled people they need to manage the challenges
they face. We will bring in all sixteen consultants,
including reserves to meet the staffing needs FDOT
outlined. Our team has the experience to cover all the
key tasks—from planning and gathering requirements
to thorough testing and managing projects from start
to finish. We understand how complex transportation

We supply experienced IT professionals to help FDOT

Proposed Solution
We are well-prepared to support FDOT’s toll facilities transportation projects with a team of highly
skilled professionals in Business Process Consulting, Quality Assurance, and Project
Management, as outlined in this CATS+ RFP. We bring extensive experience in providing
technical resources across diverse areas, including Application Development, Automation, Cloud
Computing, Data & Analytics, Project and Quality Management, and more, all geared towards
helping organizations streamline operations, realize their vision, and enhance performance.
Our previous work with government agencies on cybersecurity projects has strengthened our
expertise in managing large-scale, high-stakes initiatives. We employ a Quality Management
System (QMS) that adheres to ISO 9001 standards, guaranteeing a consistent, high-quality
approach to service and product delivery, customized to each project’s requirements. Additionally,
our Risk Management Framework (RMF) follows NIST guidelines and includes continuous risk
assessment and monitoring. By identifying and addressing potential risks early, we ensure
seamless project continuity and success.
We are committed to bringing our established best practices and adaptable solutions to meet
FDOT’s needs effectively, along with a Staffing Plan that provides FDOT with flexibility and a
seamless onboarding process for additional resources if required.
Assumptions
CyberStaff Solutions developed our Technical Proposal with the following assumptions in mind,
ensuring alignment with the State's requirements and expectations:
• Access to Necessary State Resources: We assume that State personnel will provide timely
access to relevant resources, including documentation, systems, and physical locations, as
required to support project tasks.
• Clear Communication Channels: We assume that designated points of contact will be
provided by the State to facilitate clear communication and expedite decision-making
processes.
• Timely Feedback: We anticipate that the State will provide timely feedback and approvals
on deliverables and progress reports to maintain project timelines.
• Collaborative Environment: We assume that State personnel will be available to
participate in scheduled meetings, reviews, and quality assurance activities as outlined in our
project schedule.
Access to Required Software and Tools: We assume the State will provide access to necessary
software, systems, and licenses specific to the State’s infrastructure, where applicable.
We would like to reiterate that these presumptions have been developed to meet the imperatives
of the project. As such, we are ready to consider adjusting in the growth strategy as a necessity in
getting the project successfully completed.
For project management, we use Smartsheet and JIRA together. Smartsheet provides an organized,
visual layout for project tasks and milestones, using tools like Gantt charts, timelines, and
workload balancing. JIRA helps us manage detailed tasks, especially for development and testing,
with sprints and Kanban or Scrum boards to track progress.
Smartsheet dashboards offer a quick view of project health, showing task progress, budget, and
resources in real time. By connecting Smartsheet with JIRA, we can easily track overall timelines
in Smartsheet and detailed tasks in JIRA, keeping all teams aligned.
QA tasks are tracked in dedicated Smartsheet sheets, with schedules and alerts that ensure testing
aligns with project stages. In JIRA, bugs are tracked with clear ownership to monitor their progress.
Non-Compete Clause Prohibition:
If awarded this task order, we commit that the employees and staff assigned to this project will
have the option to work for any future provider that assumes this contract, regardless of any noncompete agreements with CyberStaff Solutions. We will not enforce any non-compete restrictions
against the State or any future provider.
We confirm that our employees assigned to this project will not be restricted from transitioning to
a new provider if this contract changes hands. CyberStaff Solutions fully supports their freedom
to work with any future contract holder without limitation.

A key component of our strategy is our reserve pool of pre-qualified candidates. These individuals

respond quickly to staffing needs.
To expedite the onboarding of multiple resources simultaneously, we employ a batch processing
method. This involves conducting group training sessions, collective onboarding orientations, and
unified security and compliance briefings. By addressing multiple new team members

experience.

quickly. We also identify team members with transferable skills who can be crosstrained if needed.
Knowledge Transfer: We use standardized documentation, so all project details and
processes are recorded. This allows new team members to get up to speed quickly. For
planned transitions, we organize handover sessions where outgoing staff brief incoming
team members on project details and contacts.
Fast Recruitment: We have an accelerated hiring process for government projects,
