1. OBJECTIVE
The Purpose of this method statement is to ensure that the maggering of all LT and General Cables
are executed in accordance with the contract and safety requirements. safety precautions are
implemented through out the progress of the work.
2. SCOPE OF WORK
This method statement shall provide the guidance of measuring the continuity and insulation
resistance of LT cables, branch circuit etc.

5. RESPONSIBILITIES
•
Project Manager
PD/PM will be responsible for the initialization of the work, as well as to manage the
resources to perform their respective activities in compliance with the quality,
schedule and safety requirements of the project.
•
Construction Manager
Construction Manager- is responsible for the overall site operation and works. He
shall ensure that the appropriate procedure is followed by all the involved personnel
taking into consideration that all relevant shop drawings, reference drawing,
statutory bench marks, reference points and methodologies are correctly utilized.
•
Site Engineer
Site Engineer will ensure that the installation of Earthing activities are conducted
according to this method statement, latest project drawings & specifications.
•
Survey Engineer
Survey Engineer of Respective Components will ensure that Earthing points during
the installation at site are as per IFC drawings.
•
QA & QC Engineer
QA&QC Engineer/inspector will assure that all the relevant work is carried out in
conformance with project specification, QAP and QIP. In case of any nonconformance, it will be controlled through corrective action request (CAR).
•
HSE Engineer
HSE team will assure the implementation of HSE plan.
Store Keeper

The Store Keeper is responsible for all warehouse operations activities receiving the
materials, tools and equipment’s used in this activity and maintaining the records

7. SAFETY PRECAUTIONS
•
Block out disconnect switches
•
Remember that when working around high voltage equipment there is always a possibility of
voltages being induced in apparatus under test or lines to which it is connected, because of
proximity to energized high voltage equipment. Therefore, rather than removing a workmen’s
ground in order to make a test, it is more advisable to disconnect the apparatus, such as a
transformer or circuit breaker, from the exposed bus or line, leaving the latter grounded.
•
If neutral or other ground connections have to be disconnected, make sure they are not
carrying current at the time, and that when disconnected no other equipment will lack
necessary protection.
•
Pay particular attention to conductors that lead away from the circuit being tested and make
sure they have been properly disconnected from any source of voltage.
•
Observe the voltage rating of the Megger instrument and regard it with appropriate caution.
Large electrical equipment and cables usually have sufficient capacitance to store up a
dangerous amount of energy from the test current. Make sure this capacitance is discharged
after the test and before handling the test leads.
•
So far as is known, there is no fire hazard in the normal use of a Megger insulation tester.
however, a hazard when testing equipment located in inflammable or explosive atmospheres.
•
Prior to commencing any activity, the work force will receive a Toolbox talk on the Project site
safety regulations by the foreman and HSE officer
•

Appropriate Personnel protective equipment’s like gloves, goggles, should be worn apart
from safety shoes and helmets which are mandatory.
•
Ensure Permit to work (PTW) shall be obtained if necessary and it shall be displayed at the
location.
•
Ensure the third-party certification of equipment’s, operators and banks man are available.
•
Follow all the legal requirements and implemented as per the standards & contract

8. PROCEDURAL STEPS
•
Megger instrument shall be having valid calibration
•
Megger with range 500V/1000V shall be used for conducting the test
•
Megger range 500 V shall be used for wire testing
•
Megger range 1000V shall be used for cable testing
8.1 Pre-Testing preparation Megger Testing
•
The leads used for connecting megger testing with thecircuit should be fault free and the two
connecting leads should have electrical continuity.It is checked by touching the free ends of the
leads together while the megger button is pressed ON to check for zero resistance
•
Check for PVC adopters are provided for cables and male adapter for all PVC conduits terminating
in the panel board
•
Check the dressing is complete for all the wires in the panel boards
•
Confirm all the connections are completed before the testing
8.2 Electrical Continuity Test Megger Testing
•
Connect the free megger test probes to any two conductors required to be tested
•
With all the appliance connected or te two ends of the conductors shorted and all switches
switched on the reading shown on te megger should be zero.If the reading shows infinity then
there is an open circuit. The fault should be traced and rectified
•
For cables, the extreme ends of any two phase is shorted and when the test is conducted the
reading should be zero if the megger reads infinity or some value of mega ohms then there is a
fault in the cable and it should be rectified. Same procedure shall be repeated for other 3
conductors of the cable
8.3 Short Circuit Test / Insulation Resistance Test for Wires
For wires the circuit is tested, Megger range should be 500V
1) Between Phase and Neutral
2) Between Phase to Earth

Between N to E with the other ends of the circuit conductor open the value should be infinity for
all the test. If the value is zero there is short circuit or the insulation of the wire is damaged and
the wire is changed accordingly

3) Between Neutral to Earth

For cables the Megger range should be 1000V and bot the ends of the cable shall be kept open and the
test shall be conducted between phase and neutrals as follows:
